OSEP Reporting Requirements: Part B Preschool Outcomes<br />
The purpose of collecting outcome data is accountability. How is <strong>Indiana</strong> accountable to the<br />
federal funds received for special education services? How effective are the preschool special<br />
education services provided by <strong>Indiana</strong> schools? When <strong>Indiana</strong> preschool students leave early<br />
childhood services, are they ready to meet the learning standards in kindergarten?<br />
Reporting to OSEP fulfills the following:<br />
• Requirement to report IDEA 2004<br />
• Provide information to the public, reported by LEAs<br />
• Document effectiveness of <strong>Early</strong> <strong>Childhood</strong> Special Education services<br />
• Data utilization<br />
• Improve developmentally-appropriate practice, instruction, and positive outcomes for<br />
children<br />
• Improve use of data to plan and implement effective curricula, assessments, interventions<br />
These following outcomes are aligned to the areas measured through <strong>ISTAR</strong>-<strong>KR</strong> in five areas of<br />
extensions to the <strong>Indiana</strong> Academic Core Standards for mathematics and English/language arts<br />
and functional achievement indicators of physical skills, personal care skills, and socialemotional<br />
skills. The <strong>ISTAR</strong>-<strong>KR</strong> instrument is comprised of 30 performance threads/rows of<br />
progressive skills.<br />
<strong>Indiana</strong> utilizes <strong>ISTAR</strong>-<strong>KR</strong> to document child improvement in the three OSEP outcomes:<br />
Positive social-emotional skills<br />
• thinking about relating to adults<br />
• relating to other children<br />
• and for preschool aged children – following rules related to groups or interacting with<br />
others<br />
• includes attachment/separation/autonomy, expression of emotions and feelings<br />
• and social interactions and play<br />
Acquisition and use of knowledge and skills<br />
• thinking, reasoning, remembering<br />
• problem-solving; understanding symbols<br />
• understanding the physical and social worlds<br />
• includes early concepts of symbols, pictures, numbers<br />
• pre-writing<br />
• object permanence<br />
• expressive language and communication<br />
