7.4 Results of Working Group 4 Public relations through internet (ten points) (EMS: bi-annual program, ten points (EMS office / mission 21) Limitations - missing network-thinking in the institutions and its daily plannings - not recognising the special qualifications (lack of respect?) - information flow is horizontal instead of vertical => different departments - no content management system Achievements - internet relaunch period (EMS) - named persons (responsible) Conclusions - sovereignty of budget in the household - more funds allocated to public relations and networking - network of PR persons Comments from the plenary - to improve means to invest - question of priorities => what priority do we give to the introduction of internet and communication tools - regular printing is more expensive on the long run than the online publication - how can the internet be used to reduce costs? - make sure partners like the way information is presented - our thinking does not reflect the networking and multilateral character 38

7.5 Results of Working Group 5 Advocacy within the EMS Fellowship (nine points) What to achieve? - we want to address / reach congregations, media, decision makers in Churches and government in Germany and abroad (where relevant) - multiply and mobilise advocacy - identify instruments for advocacy for example letters and signatures, calls for action… - relate advocacy to core values of EMS (sharing of live concerns) Limitations - overflow of information - technical, formal and methodological limitations - can the internet the only means of advocacy? - dangers: misuse and "cyber terrorism" - translation of information - time, financial and energy - limitations on the partners' side in providing information Conclusions - keep on trying! - concentrate / focus on certain issues for example BAP - additional technical, financial and human resources need to be allocated Comments from the plenary - broad alliances are necessary for advocacy - how can we link up with existing campaigns and networks? - EMS is too small to engage itself in big campaigns and advocacy work like the big agencies do (Bread for the World ...) => we need to identify the specific subjects and profile of EMS that is which information can be provided by EMS and nobody else? Let's concentrate on this field of work - restricting us to our core subjects is too narrow! We also need to take up other issues and mobilise others! 39

Comments from the plenary
- how can we link up with existing campaigns and networks?
- EMS is too small to engage itself in big campaigns and advocacy work like the big
