Other mechanisms which will facilitate and support the process of high-level road<br />

mapping and strategy development could practically involve: the identifi cation of<br />

various actors and their roles, and the concrete engagement of these stakeholders;<br />

an impact assessment; a matching and comparison exercise with activities that are<br />

already underway in both Europe and more widely; surveys on complementary<br />

topics; a broader exploration of users’ expectations of the life events model in its<br />

application to eGovernment services; and a cost-benefi t analysis of the work to<br />

be undertaken.<br />

Last but not least, two particular questions are of high consideration in respect of<br />

next steps to be taken. Th e fi rst are any legal constraints – such as data protection<br />

and privacy – that might have implications for the opening-up of government<br />

data and the use of specifi c types of personal data (whether these exist at a<br />

European level or they aff ect particular Member States). Th e second is to reinforce<br />

the importance of undertaking a rigorous cost-benefi t analysis of the gains to<br />

be obtained and the potential investments needed for the implementation of a<br />

service oriented architecture and development of the open public services and<br />

information to enable development, by government and/or third parties, of life<br />

events based services that make use of Web 2.0 tools, and the ways in which this<br />

should be explored at both a pan-European and country-specifi c levels.<br />
