Did you know that El Paso County had over 9,000 reports of abuse and neglect last year – more reports
than in any county in Colorado?
Child abuse and neglect exist in all neighborhoods within the Pikes Peak Region. It hurts the children
who are its victims. It brings fear and pain to all of us.
CASA is hope in action. CASA is hope embodied in the extraordinary work of our remarkable volunteers
who gave 17,378 hours last year to help ensure safe and loving homes for 626 children.
As a supporter of CASA, you have set in motion the process to free children from the prison of their fear
and abuse. You are changing the landscape of their future and the future of generations to come. Early
intervention stops the cycle of generational abuse. Investment in CASA is an investment in your community,
a legacy for our world.
By moving children from foster care to permanent homes more quickly, CASA programs save taxpayers
thousands of dollars. CASA programs are cost effective and efficient in terms of the dollars saved, and
the impact they have on children’s lives is immeasurable.
CASA is an incredibly solid and well run non-profit organization. Its board is stellar, working diligently
to further CASA’s Vision and Mission. As the Chair of the Board of Directors I have been renewed in
my own personal hope for our world, one child at a time.

Children Served
CASA of the Pikes Peak Region serves children who are victims of abuse, neglect, and severe domestic conflict.
Last year (July 1, 2006 through June 30, 2007), we helped 626 children with solutions, security and, ultimately, a
safe and permanent home. We accomplish this through the following programs:
Dependency & Neglect (D&N) Program
The Dependency and Neglect Program advocates for abused
and neglected children in the court system. Cases may involve
emotional neglect, physical, emotional, or sexual abuse.
Volunteers assigned to cases in this program visit the child
frequently, meet with the professionals involved in the case,
monitor compliance with court orders, attend hearings, “speak
up” for the child in court, and write objective reports to the
court regarding the information gathered.
• Total number of children served: 227
(66 children with closed cases / 161 with open cases).
• 97% of the 66 children with closed cases achieved
permanency.
• 95% of children served did not experience more than
three placement moves.
• Average time CASA was appointed to a case:
-children 0-6 years of age - 1.1 years
-children 6.1-10 years of age - 2.1 years
-children over 10 years of age - 2.6 years
• Re-abuse on closed cases: 1
Domestic Relations (DR) Program
The Domestic Relations Program addresses the needs of
children involved in high conflict custody disputes. Volunteers
ensure expedient attention to a child’s needs, visit the child
frequently, meet with the professionals involved in the case,
monitor compliance with court orders, facilitate parenting time,
report to the court and direct the child and family to appropriate
community resources.
•Total number of children served: 49
•92% of the children benefited due to the CASA
advocates’ recommendations to the court regarding
parenting time arrangements.
•62% of DR cases were completed within six months.
Supervised Exchange & Parenting Time
(SEPT) Program
The SEPT Program is a court-ordered service that protects
children from witnessing parental disputes. SEPT volunteers
oversee the transfer of children from one parent to another in
conflictive custody or domestic violence cases. Parents ordered
into supervised parenting time are able to spend time with their
children in a setting managed by CASA staff and volunteers.

Domestic Violence Emergency
Response Team (DVERT)
The DVERT Program is a collaborative effort between the Colorado
Springs Police Department’s Domestic Violence Enhanced
Response Team, CASA, and other agencies. This program identifies
individuals who pose significant risk to their past or present intimate
partners through acts of domestic violence. The purpose of
the collaboration between DVERT and CASA is to ensure that
domestic violence issues involving children are addressed.

Foster Children’s Fund
The Foster Children’s Fund provides foster children financial
support for meaningful activities and critical services (educational,
life skills, and recreational) that build resiliency and cannot be funded
through other means.

Children and Families in Transition (C-FIT)
Seminar (Formerly the Parenting Through Divorce Seminar)
The Children and Families in Transition seminar seeks to create a
sense of awareness for parents who are involved in some type
of litigation regarding their children (divorce, separation, paternity,
post-decree, parental responsibility actions).

Verl Holmes is a seasoned volunteer with 11 years of service to CASA of the
Pikes Peak Region. He has been an advocate on many cases, has served on
numerous committees, is an active participant in the CASA Speaker’s Bureau,
and has been a valuable source of support in countless other ways.
“Being a CASA is the best volunteer job in town,” Verl said. “When you can
rescue a child from a life of despair and give them a good life with a bright
future – that’s the best feeling in the world.”
Sharon Grady is an advocate as well as a facilitator for the Supervised
Exchange and Parenting Time (SEPT) Program. She became involved with CASA
in 2006 after retiring from 31 years in the U.S. Air Force. Sharon is a wonderful,
compassionate person who is a force for good in the community.

A.J., Anne, & Jennifer Barrett
Family ties.
A.J. and Jennifer experienced serious neglect in their early lives when their caregivers struggled with substance
abuse. Both were fortunate to have CASA involved with their cases. Initially, A.J. needed professional therapy
for Reactive Attachment Disorder (RAD) developed over years of neglect and abuse and Jennifer needed medical
attention for her diabetes. Both were leery of trusting adults: Jennifer withdrew and A.J. became violent
and both were shuttled from foster home to foster home. A.J. was institutionalized and Jennifer was almost
incarcerated.
Thanks to the persistence and dedication of their CASA advocates, A.J. and Jennifer received the care they
desperately needed and found a permanent home with a wonderful family. Billy Jack and Anne Barrett adopted
the kids and have given them support, love, and a bright future.
The Barretts have six kids in all – 4 adopted children and two biological daughters. They live on a ranch in
Peyton and share a love of horses. Billy Jack and Anne are both experienced horse trainers. “We brought these
kids into our family and put them in the corral cleaning stalls and brushing horses,” said Anne. “They accepted
responsibility for the horses and it made all the difference. It does wonders for their self-esteem. Working with
the animals, in this environment, is what really helped us pull these kids out of where they were.”

Jennifer’s mother was an alcoholic and drug addict. Jennifer was diagnosed
with juvenile diabetes when she was five. Due to medical neglect and
multiple seizures, she was removed from her birth home and placed with her
grandmother who died shortly thereafter. At the age of 11, Jennifer became
a ward of the state.
Throughout the next two years she would experience 11 different placements. Jennifer’s CASA, Kim Bullard, was the
one constant person in her life during that time. She spent the night in the hospital with Jennifer when no one else was
there. She helped identify educational delays and physically picked up Jennifer’s school records and delivered them to
each new school to assure her educational treatment plan was being followed. And, finally, she was instrumental in uniting
Jennifer with the Barrett family.

My CASA was like a lit candle in a
dark room for me, a friend when I
had no one, and someone to trust
when everyone else had failed me.
A.J. was born HIV positive. The abuse he endured at the hands of his drug
and alcohol addicted parents was unspeakable. It left him overflowing with
hatred and rage.

Margie Cole, A.J.’s CASA advocate, fought with the determination and
tenacity of a bull dog, to get the radical and expensive therapy that A.J.
desperately needed. She was the one constant in A.J.’s life and helped him
with his 12th and final placement with the Barretts.

When I first moved in with the Barrett’s we took a trip to California to visit
relatives. While we were there we went to Sea World in San Diego. By the time we
got to the Beluga Whale exhibit, I was fixin’ to demonstrate the meaning of oppositionally
defiant. Mom told me to come stand by her and I said NO. She hugged
me and I started screaming. I thought she would let go but she didn’t, so I screamed
louder. It didn’t work, but I wasn’t going to give up. For 20 minutes I screamed,
but Mom wouldn’t let go. Finally, I started crying, then I started sobbing, then I
put my arms around Mom and clung to her. She teases me that I turned the Beluga
Whales white.
The only other person who held on to me like that was my CASA advocate, Kim.
Through all my ups and downs she was my friend. She spent time with me and
was my voice in court. She fought for me to have a forever home. She knew I was
scared and she was there for me.
