development restrictions <strong>of</strong> <strong>the</strong> site; and
(e) <strong>the</strong> maximum permitted GFA and <strong>the</strong> permissible uses set out in <strong>the</strong>
concerned Notes, coupled with lack <strong>of</strong> grading <strong>of</strong> <strong>the</strong> site, would subject
<strong>the</strong> heritage value <strong>of</strong> <strong>the</strong> site to risks <strong>of</strong> being destroyed easily. This
important heritage site should be properly protected.
49. As <strong>the</strong> presentations from <strong>the</strong> representatives <strong>of</strong> <strong>the</strong> representers and
commenters had been completed, <strong>the</strong> Chairman invited questions from Members.
50. A Member noted that according to <strong>the</strong> Definition <strong>of</strong> Terms used in Statutory
Plans (DoTs), creative industries also included ‘Information Technology and
Telecommunications Industries’. The production <strong>of</strong> computer animations and ‘digital
graphic arts’ was one kind <strong>of</strong> information technologies and was regarded as creative
industry. This Member enquired why R1 proposed to delete ‘Information Technology and
Telecommunications Industries’ from <strong>the</strong> Notes <strong>of</strong> “OU” zone covering <strong>the</strong> representation
site.
51. Mr. John Batten, R1, replied that <strong>the</strong> coverage <strong>of</strong> ‘Information Technology and
Telecommunications Industries’ was so wide that it included more than creative industries.
Whilst genuine creative industries like graphics and arts design were welcome, he was
concerned that telecommunications companies would occupy <strong>the</strong> floor space <strong>of</strong> <strong>the</strong> site
without planning permission under <strong>the</strong> user term ‘Information Technology and
Telecommunications Industries’. To safeguard <strong>the</strong> planning intention <strong>of</strong> <strong>the</strong> site, he
<strong>the</strong>refore proposed to delete that term.
52. As Members had no fur<strong>the</strong>r question to raise, <strong>the</strong> Chairman said that <strong>the</strong>
hearing procedures had been completed and that <strong>the</strong> <strong>Board</strong> would deliberate on <strong>the</strong>
representations in <strong>the</strong> absence <strong>of</strong> <strong>the</strong> representers and commenters. They would be
informed <strong>of</strong> <strong>the</strong> <strong>Board</strong>’s decision in due course. The Chairman thanked <strong>the</strong> representatives
<strong>of</strong> <strong>the</strong> representers and commenters as well as government department representatives for
attending <strong>the</strong> meeting. They left <strong>the</strong> meeting at this point.
