MINORITY LANGUAGE REQUIREMENTS<br />
The <strong>City</strong> is providing this Sample Ballot in multiple languages to its voters due<br />
to the enforcement by the Department <strong>of</strong> Justice, Civil Rights Division, Voting<br />
Section <strong>of</strong> Sections 203 and 204 <strong>of</strong> the Voting Rights Act in municipal elections.<br />
Congress adopted the language minority provisions <strong>of</strong> the Voting Rights Act in<br />
1975 for a period <strong>of</strong> ten years, extended them in 1982 for ten years, again in 1992<br />
for fi fteen years, and again in 2006 for 30 years.<br />
Sections 203 and 204(f)(4) require that when a covered state or political<br />
subdivision provides registration or voting notices, forms, instructions,<br />
assistance, or other materials <strong>of</strong> information relating to the electoral process,<br />
including ballots, it shall provide them in the language <strong>of</strong> the applicable minority<br />
groups as well as in the English language. It also provides tools to local election<br />
<strong>of</strong>fi cials to recruit large numbers <strong>of</strong> new bilingual poll <strong>of</strong>fi cials.<br />
The requirements <strong>of</strong> the law are straight forward: all election information that<br />
is available in English must also be available in the minority language so that<br />
all citizens will have an effective opportunity to register, learn the details <strong>of</strong> the<br />
elections, and cast a free and effective ballot.<br />
A jurisdiction is covered under Section 203 where the number <strong>of</strong> United States<br />
citizens <strong>of</strong> voting age in a single language group within the jurisdiction:<br />
• Is more than <strong>10</strong>,000, or<br />
• Is more than fi ve percent <strong>of</strong> all voting age citizens<br />
• Los Angels County uses 3 to 5%<br />
Therefore, to comply with the above, this Sample Ballot is in the languages <strong>of</strong><br />
minority groups that make up the population <strong>of</strong> our city.<br />

按照司法部民權處選舉科對在市級選舉中強制執行「投票權法<br />

國會於1975年採納了「投票權法案」的少數民族語言條款,有效<br />

To vote for any candidate whose name appears on the ballot,<br />
completely fi ll in the oval in the area to the right <strong>of</strong> the<br />
arrow pointing from the candidate(s) <strong>of</strong> your choice with a<br />
BLACK OR DARK PEN ONLY.<br />
Where two or more candidates for the same <strong>of</strong>fi ce are to<br />
be elected, vote for all candidates for that <strong>of</strong>fi ce for whom<br />
you desire to vote, not to exceed, however, the number <strong>of</strong><br />
candidates who are to be elected.<br />
To vote for a qualifi ed write-in candidate (a person not listed<br />
on the ballot), write the name <strong>of</strong> the qualifi ed write-in candidate<br />
in the blank space provided for that purpose under the appropriate<br />

Thank you for your support <strong>of</strong> my efforts and those <strong>of</strong> the<br />
<strong>City</strong> over the years. We have accomplished many local<br />
objectives. Since I arrived on Council we now have two<br />
Targets, a Walmart, an improved Paddison Square, Outback<br />
and Applebees, AMC Theatres, the Arts and Sports<br />
Complex and the Senior Center. Less visible are all the<br />
improvements we made to curbs, gutters and sidewalks<br />
including corners for Seniors and the disabled. Our landscape<br />
looks good and <strong>Norwalk</strong> is beautiful again.<br />
I remain sentimental about 1950’s <strong>Norwalk</strong>, however it’s<br />
now 2009 and major issues loom large for the community.<br />
Employment and retirement plans are at risk from economic<br />
meltdowns worldwide. The future is pivotal as we recover<br />
from this economy. It will require strong experienced leadership<br />
by people such as myself who can get the best for<br />
<strong>Norwalk</strong> from the State and Federal governments.<br />
In contrast, the <strong>Norwalk</strong> programming my colleagues and<br />
I have had control over is fl ourishing with the support and<br />
hard work <strong>of</strong> each <strong>of</strong> you.<br />
I would appreciate your support on March 3 rd , so we can<br />
continue this journey to make <strong>Norwalk</strong> the best it can be<br />

18 years with leadership roles in volunteer organizations,<br />
<strong>Norwalk</strong>’s Employees Association, and a community<br />
worker for local government.<br />
With a degree in Sociology, I have utilized my higher<br />
education to give back to our community by creating<br />
programs for troubled teens and their families. Therefore,<br />
I understand how services work and fi t within our<br />
community needs. As President <strong>of</strong> our Employees<br />
Association, I fi ght everyday for workers to be treated<br />
with fairness and dignity. As a community volunteer I<br />
have held positions such as: Regional Director, President,<br />
and Treasurer. I have proven to be fi scally responsible<br />
and demonstrated the capability to lead.<br />
Working hard to raise your families you deserve nothing<br />

It has been an honor to serve as your Vice Mayor and<br />
Councilmember. I have worked hard on the quality <strong>of</strong><br />
life issues you told me were important. We have made<br />
signifi cant progress in many areas and have work to do in<br />
others. Public safety remains my top priority. In partnership<br />
with the Sheriff’s Department we work everyday to better<br />
serve and protect our residents.<br />
Sound fi scal management and economic development<br />
made it possible to face the state raids on local revenues<br />
without major cuts in programs or service. During my term<br />
we approved $30.8 million in public works projects. Some <strong>of</strong><br />
our parks have been given new life with more improvements<br />
on the way. A variety <strong>of</strong> programs and services continue<br />
at our Senior Center, Sports Complex and Social Service<br />
Center. Two new shopping centers along with Applebee’s,<br />
Fresh & Easy, Northgate Market and Walgreen’s have been<br />
added to our business community.<br />
I am proud to have had a leadership role in resolving the<br />
challenges we have faced and the successes <strong>Norwalk</strong> has<br />
enjoyed. I look forward to continued service to the residents<br />
<strong>of</strong> <strong>Norwalk</strong>. With your support we can continue to make<br />
