In this issue of The Record we focus on Gammon’s longstanding
commitment to the environment in which we live and the initiatives
launched to further promote our position as an industry leader in
our new eco-conscious world.
One excellent example of Gammon relates to the launch of
our Eco-flag at project sites. Displaying this flag at a particular site
confirms its assessment and scoring by our internal team as part of our
ongoing Green and Caring Site Commitment Programme.
Gammon has formulated a programme that assesses project sites
based upon preset benchmarks and data in relation to environmental
issues and safety. Scores will be reviewed on monthly basis and
an Eco-flag is earned once a site has achieved three continuous
months with a Silver score for performance. I know that each of our
Finally – how can we forget the Family Fun Day on 7 November, a
beautiful Sunday, with over 2,600 Gammon family members basking
in joys and laughter? A living epitome of “Home Sweet Home”.
Enjoy!
As a sub-agent at the Tuen Mun
Road Eastern Section Project,
Wong Kam Wah arrives at Tsing
Lung Tau site 7:20 a.m. every morning,
leading a team of 80 frontline staff
to work on the project in a safe and
environmental sustainable manner.
There are the four major areas
Wong reviews every day - diligence
at work, ownership of duty and
responsibility, care of staff, and
effective communication. Wong seeks
continuous improvements in these
areas and walks the talk with other
frontline workers.
“I aim to ensure all safety measures
are correctly in place, so that workers
come to the site with a lighthearted
attitude and return home safely every
day,” continues Wong.
Gammon Pride
Wong joined the construction
industry as a frontline worker at the
age of 22 and was promoted to his
current position after 35 years in the
industry. Although he worked with
other construction companies for four
short years during this period, he is
convinced that Gammon excels in all
aspects, from company prospects to
management, from safety measures to
environmental practices and welfare.
Should a grading system be applied,
Wong believes Gammon would rate 95
out of 100.
12 The Record • Issue 2/2010
“But we are always aiming for
better results,” he emphasises. “We
constantly seek perfection, even
beyond a score of 100 to 101 marks
out of 100.”
During his 30 years with Gammon,
Wong has participated in a number
of major projects, including bridges
in Shatin, the Disney Station, East
Tsim Sha Tsui Station and Route 3.
Among them, the tunnel excavation
project for the East Tsim Sha Tsui
Station was the most impressive
to him. During its course of
construction, the team
received instructions to
complete the project
three months ahead
of schedule. After a
series of reviews and
adjustments, Wong led
a team of 300 workers of
different nationalities to work
round the clock in three shifts. Wong
spent most of his time at site and did
not have day off for three months
during this period.
That is dedication!
Team Work
The construction of
underground works in the
busy Tsim Sha Tsui area
was a difficult task. With
a tight schedule and the
need to ensure safety at
the site placed additional pressure on
all workers. At that time, the project
team also had to take extra precautions
when working in close proximity to
existing underground utilities in the
area, such as cables, pipes, and gas and
cooling ducts supplying the nearby
New World Centre, Sheraton Hotel and
Peninsula Hotel because any damage
may have had an adverse effect on
normal business operations and traffic
flow above ground.
East Tsim Sha Tsui Station project
was completed three months ahead
of the original plan and demonstrated
Wong’s leadership abilities. However,
he commented that this was actually
an excellent example of the power of
team work and the efforts of all frontline
workers focused on the same goal.
“In the same way that I had
overseen the Tuen Mun Road Eastern
Section Project, I focused on safety
and project completion when we
built the East Tsim Sha Tsui Station,”
states Wong. “We kept on reminding
workers of the importance of safety
and our expectation that no
single error was allowed at
anytime. Our awareness
of safety is normally
heightened in highrisk
situations and
we implement even
more stringent multilayered
safety measures
enabling us to complete
the project smoothly,
even if this places each
worker under immense
pressure.”
Home Sweet Home
Wong smiles warmly when
he talks about his family.
Spending almost 11 hours
on the site every day and
with occasional overtime
duties, he treasures every
moment of his time spent
with his wife, two sons and
daughter.
“I enjoy going for drives
on Sundays and public holidays
and visiting scenic areas around
Hong Kong with my wife,” states
Wong. “We also take overseas
trips sometimes during long
holidays.”
Gammon is moving to a new level in
If an Eco-flag is spotted at a Gammon
construction site in Hong Kong or
Singapore, it is evidence that the
site is a very good performer when it
comes to environmental protection,
corporate social responsibility (CSR),
housekeeping and safety.
The flag means that the site
has been assessed by Gammon’s
newly launched Green & Caring
Site Commitment programme and
demonstrated consistent performance
to high standards.
The effort was conceived in April
2010 by Gammon’s Chief Executive,
Thomas Ho, who approached the
Sustainability and CSR Manager, Shirlee
Algire, with the words: “Gammon is
doing a lot of good environmental and
safety work on our construction sites,
but we need to promote that more
within our company, to our clients and
to the community.”
A team representing various
business units within the Gammon
group was put together and developed
a scorecard that gathers together many
existing metrics and data but also adds
new ones.
This Green and Caring Program
pro-actively supports the Hong Kong
Development Bureau’s measures in the
Considerate Contractors Site Award
Scheme, as well as Singapore’s Building
and Construction Authority’s Green and
Gracious Builder Guide, which focuses
on both environmental issues and safety.
“We reviewed those schemes and
also looked at other benchmarks. We
decided to merge these schemes and
then we created our own programme
in which we also included other
elements,” says Algire.
“We wanted to build a scheme for
not just winning an award once per
Pioneer in sustainability issues
Since 2003, Gammon has published
an annual sustainability report and
was the first construction company
in Hong Kong to do so. In its report,
Gammon has added health and safety
as a fourth dimension of sustainability.
By identifying health and safety, in
what is called a quadruple bottom-line
approach, the company emphasises
the importance that it places on this
issue within its corporate agenda.
Gammon has also launched its
Green Site Office programme to reduce
energy consumption and make the site
offices more environmentally friendly.
“We learnt by building green
permanent buildings for our clients that
we could apply many of the methods
also in our temporary buildings at the
sites. For example, by changing the
colour from yellow to white we could
save electricity. Now, all Gammon
offices are white. A lot of them have
energy-efficient appliances, and many
things are recycled,” says Algire.
“These actions that we have taken
have been regularly promoted, measured
and reported over the years, but now,
by making a ‘Green & Caring Site
Commitment’ we are seeking to move
to a new level and change the image of
construction,” says Thomas Ho.
If it looks good, it is good
The basis of this new campaign is
simply, “If it looks good, it is good”. It
is widely recognised in the construction
industry that the visual impact of a
project is an accurate indicator of a safe,
well managed and successful project.
By making
a ‘Green
& Caring Site
Commitment’ we
are seeking to
move to a new
level and change
the image of
construction.”
Thomas Ho, Chief Executive
The Green and Caring Program has
served several aims:
• Increase the managers’ and workers’
awareness of energy and material
efficiency, conservation and
environmental improvement.
• Promote and achieve high standards
of housekeeping.
• Promote standards of care for people.
• Recognise people for good efforts.
Efforts in these areas benefit both
the environment and the company by
lowering operation costs, increasing
worker satisfaction and making a
greener environment.
The programme was introduced in
September 2010 for a two-month trial
period.
Proper storage of construction material
“During the trial period, we test
if we have chosen the right questions
and the right indicators. The second
part is to develop the tools to run this
assessment so people can see how they
perform over time. The third and most
important part of the trial is getting
people to understand what standards
and common vision we are working
towards,” says Algire.
In the first phase, 22 Gammon
projects are participating.
“However, the sites do different
types of work, so it is not possible
to apply the same criteria for all of
them. For example, a foundations
job sometimes only lasts for a few
weeks and it is not possible to follow
up month by month. We also have to
be the main contractor to participate,
otherwise we cannot control the whole
site,” says Algire.
The importance of housekeeping
In the programme, each site is
assessed by a checklist, monthly
environmental performance data,
bi-weekly housekeeping input,
and two new elements, workers’
welfare and communications. It also
provides a benchmark against which
the performance of environmental
protection, CSR & housekeeping can be
measured and compared in the industry.
“Housekeeping is an important part
of the programme,” says John White,
Assistant Mechanical Engineer, who
has been part of the team planning the
scheme.
“Storage of material and waste
has to be properly managed. This
is why it is good to bring health
and safety criteria together with the
environmental issues, since health and
safety actually looks after housekeeping
but has a big environmental impact
as well. If things are stored properly,
people are not tripping over them
and they do not create a hazardous
environment,” says White.
The team pointed out the importance
of including the word “commitment” in
FOCUS STORY ]
Designated areas for tools and equipment
the name of the programme.
“It is everyone’s commitment to
achieve the standard and we want
all sites to feel committed to that
standard. It is also kind of a best
performance competition that includes
many sharing and learning elements as
well,” says White.
Gammon’s own standard
Many of the items in the assessment
programme are not new and Gammon
is already performing well in those
areas. But the programme provides a
way to pull these elements together
so as to judge how well a project is
performing and to keep the project
teams focused.
“This is Gammon’s own standard.
It is not about what our client requires
or what the government mandates;
this is how we believe we should be
performing,” says Algire.
The long-term intention is that,
once the programme is established,
an external verifier will be appointed
This is Gammon’s own standard.
requires or what the government
mandates; this is how we believe we
should be performing.”
Shirlee Algire, Sustainability and CSR Manager
to add further credibility to the
scheme.
The general perception of the
construction industry some 10 or
20 years ago was that it was dirty,
dangerous and disorganised.
However, there has been a value
shift in the society, which means
that businesses also have to
change. Today, Gammon’s
performance is clearly linked
to safety, environment, quality
and social performance.
“Sustainability is a journey.
We started to work with these
issues back in 2002 and now we have a
much broader sustainability framework.
We bring these elements together,
integrate them and address them as
one issue,” Algire adds.
It is also about changing the
image of the whole industry, whose
stakeholders highly value sustainability
and safety issues. Gammon is starting
with the operations it controls, and
will then extend the programme to its
Gold, Silver and Bronze
business partners and eventually take it
to the industry.
“Our vision of construction is
that it should be safe, professional,
considerate and eco-responsible.
Achieving this vision starts today
by setting high standards and
expectations for ourselves and seeing
it through with our workforce and
subcontractors,” says Thomas Ho.
The scores in the Green & Caring Site Commitment programme will be verified
and acknowledged as Gold, Silver and Bronze.
Scores will be reviewed on monthly basis. An Eco-flag is earned after a
site has sustained three continuous months performance with a Silver score or
above. Further recognition, such as an Eco-shield, will be given for earning Gold.
Once earned, the Eco-flag is forfeited if performance drops for two consecutive
months. The site must then re-earn the Eco-flag.
Additional bonuses for innovation and award participation, and penalties
for non-compliance, including minor fines will be included in the score. To
maintain integrity, any site with serious environment or safety incidents, such as
a prosecution notice, major injury or fatality, will result in loss of Eco-flag. The
standard is tough and it is even tougher to showing consistent, high standard dayto-day
and month-by-month given the dynamic nature of a construction site.

Warm up exercise before work commences every morning

Hysan Place Wins Autodesk BIM Award 2010
Gammon on 27 July was awarded the Autodesk
Building Information Modelling (BIM) Award
2010 in recognition of its exceptional use at the
Hysan Place project.
With BIM, construction models are visualised in
a virtual environment resulting in better planning
and construction coordination. The system also helps
avoid design conflicts by minimising construction
waste, reducing construction costs and contributing to
environmental protection.
BIM also previews construction methods, effectively
reducing risks and allowing engineers to identify the
impacts of construction on neighbouring areas, thereby
removing potential conflicts and hazards.
Autodesk
In early 2008, Gammon was awarded
a design-and-build contract together
with Hip Hing Construction for the
prestigious project to build the new
Legislative Council Complex and the
new Central Government Offices at
the Tamar site on Hong Kong Island.
The essence of the Tamar design is
connectivity and openness and the two
towers form the shape of an open door.
In October 2010, Gammon’s
Project Director Edward Yeung and
his team successfully carried out the
complicated procedure of lifting the
two sections of mega-trusses to link the
two towers.
That operation is considered a
milestone in the Tamar project.
How did you prepare for it?
“There are six mega-trusses, made of a
composite structure and steel beams,
forming the basic support for four
storeys. We did two lifting operations
and lifted three sections each time.
It took us about a month to prepare
the technical assessment reports and
obtained approvals from all parties
concerned.”
How did you carry out the actual lifting
and how long did it take?
“We used hydraulic strand jacks – in
total, 12 jacks for the two operations.
The first one was carried out on 3
October and it took us the whole day
to finish it. The second lifting on 27
October was completed in shorter time
even though it was heavier – 1,600
tonnes compared to 1,300 tonnes for
the first one – since we had learnt from
the first lifting.”
Is the lifting the most complex part of
the whole project?
“We had to lift the mega trusses by 90
metres, which is probably the highest
ever done in Hong Kong. Jack-lifting
is common in construction but to such
a height is rare. Normally, the lifting is
only for 20 or 30 metres. We carried
out a trial the day before each lifting
in which we checked the jacks, the
pumps and all the technical aspects.
“We had to carefully check the
weather forecast and the wind speeds
before we decided to lift. Hong Kong
had heavy winds in October so the
second lifting was a few days delayed.
“The jointing of the trusses, when
they are connected together after the
lifting, either by bolting or by welding,
can also be complicated but it worked
out well. It was a very special feeling
when the trusses were put in place on
top of the towers.”
What are the risks with such a heavy
operation?
“Our safety department was deeply
involved in the preparations and during
the whole process. Because of the size,
the weight and the height we had to
plan for all possible situations. Even if
one small thing went wrong it could
cause a huge disaster.”
“Because a typhoon was nearing
Hong Kong, we had to do the second
lifting on a workday. Then the safety
arrangements were even more difficult,
since we had to isolate the area. There
are around 2,200 people working
on the site and we had to secure the
whole area, which was a heavier task
compared with doing it on a Sunday,
when the site is closed. We had to
coordinate all of our other activities so
that there would be no conflicts.”
What are the next phases in the Tamar
project?
“We are now proceeding towards the
completion of the structure. Then we
to lift 90
metres, which
Edward Yeung, Project Director
will have the inspection from the Fire
Services Department (FSD) in early
2011. The progress is in full swing and
the project will be completed in 2011.”
What have been the challenges from
an environmental point of view in this
project?
“We have looked at the top five green
buildings in the world to put in green
features in the design. We have also
proposed to add several features, such
as electric car chargers, to the building.
Rises at the harbourfront, the Tamar
Development Project becomes
another landmark of Hong Kong
We are also the first contractor to do
a carbon study of the formwork. The
system we chose can save carbon
dioxide emissions compared with
traditional timber formwork.”
What are the safety considerations?
“We have been focusing very hard on
housekeeping since that is important
with such a large site like this. Our
sub-contractors’ safety teams have also
been merged into our safety team. At
one time we had 2.5 million accidentfree
hours.”
Are there other differences in this
project compared to “normal projects”?
“This is a design-and-build project.
The design stage is longer. We have
developed this project right from
its beginning, and so everyone shall
feel proud to work at Tamar. The
Hong Kong Government will issue a
Tamar stamp to commemorate the
construction of the building. We
need all our staff to be proud of
this extraordinary project and work
together to make it part of the history.
There will not be another project
similar to Tamar in Hong Kong.”
The Tamar development project will be a green complex. Environmentally
friendly and energy-efficient features will include double-layer ventilated facades,
green roofs, high-energy efficiency sea-water cooled chiller plants, rainwater
recycling for irrigation purpose, photovoltaic panels, service-on-demand
escalators, daylight sensor controls and computerised lighting controls.
The Gammon-Hip Hing joint venture design also provides a landscaped “green
carpet” open space for the public.
The design is built on four main themes of ideas: openness, enjoyment,
sustainability and togetherness.
The project has received more than 20 awards, including the Gold Award
in Construction Sector in the 2009 Hong Kong Awards for Environmental
Excellence (HKAEE) scheme; the Gold Award in Public Works Sites in Considerate
Contractors Site Award (CCSA) and the Excellence Award in Hearing
Contracted works included a
separate three-storey steel
main electrical switchboard and diesel
rotary UPS equipment, and retrofit
to the chiller plant of the existing
building. The total contract including
building, micro-pilling and MEP works
was valued at S$27.5 million.
The Data Centre Extension project
also enabled Gammon to demonstrate
its “one stop shop” solution for clients
with foundations, building and E&M
all carried out in-house. In addition
Gammon was able to provide modular
solutions for rooftop equipment which
saved time and also reduced the onsite
workforce, thereby reducing high-risk
activities at the site.
Construction of the five-storey steel
based structure with Bondex slabs and
steel columns involved micro-piling, pipe
caps, structural works, external cladding
and internal finishes, including raised
cooling and stringent power supply
requirements including the following
support services:
• 4 new chillers (3 for expansion and 1
The project also included a retrofit
of the existing chiller plant at basement
level, as well as the rooftop cooling
tower which required very detailed
step-by-step planning in order to
confirm exactly how the works would
be safely and efficiently carried out,
as well as contingency planning to
demonstrate that the works would
not affect the daily operations at the
existing live data centre. The lifting of
50-ton Diesel Rotary UPS units using
adjacent properties for access also
required careful planning with the
Singapore Airforce base located nearby.
The new Data Centre extension
was occupied in two phases. Phase
1 obtained an occupation permit by
the end of July 2010, with all building
works and supporting services,
including the successful completion
of the Integration System Test, as well
as the total fit out of Levels 3 and 4.
The Phase 2 milestone was achieved
some six weeks later when the final fit
out of the three remaining floors was
completed.
Despite many challenges, the
project was completed safely, on time
