PHILOSOPHY<br />
<strong>The</strong> <strong>Iowa</strong> <strong>High</strong> <strong>School</strong> <strong>Music</strong> Association (IHSMA) and the <strong>Iowa</strong> <strong>Music</strong> Educators Association<br />
(IMEA) co-sponsor the <strong>Iowa</strong> <strong>High</strong> <strong>School</strong> All-State <strong>Music</strong> Festival. <strong>The</strong> <strong>Iowa</strong> <strong>High</strong> <strong>School</strong> <strong>Music</strong> Association<br />
assumes the administrative and fi nancial responsibility for the Festival. <strong>The</strong> <strong>Iowa</strong> <strong>Music</strong> Educators<br />
Association contributes personnel, musical expertise, and technical knowledge for the Festival.<br />
<strong>The</strong> All-State <strong>Music</strong> Festival exists to develop and encourage music education in <strong>Iowa</strong> high<br />
schools. <strong>The</strong> Festival presents an opportunity for the most outstanding students to participate in organizations<br />
under nationally recognized conductors. <strong>The</strong>se groups must be considered honor organizations and<br />
membership shall be strictly on a merit basis.<br />
ADMINISTRATION<br />
<strong>Iowa</strong> <strong>High</strong> <strong>School</strong> <strong>Music</strong> Association<br />
<strong>The</strong> Executive Director of the <strong>Iowa</strong> <strong>High</strong> <strong>School</strong> <strong>Music</strong> Association will serve as the All-State Festival<br />
Director. This director has fi nal authority for all the details of the All-State Festival.<br />
<strong>The</strong> <strong>Iowa</strong> <strong>High</strong> <strong>School</strong> <strong>Music</strong> Association or its representative shall:<br />
1. Supervise housing during the festival.<br />
2. Establish, communicate, and enforce rules for conduct and chaperoning students during Festival.<br />
3. Contract for appropriate facilities.<br />
4. Channel all receipts and disbursements for the All-State Festival, with the exception of All-State<br />
pins, year guards, and marketing of All-State Participant lists, through the All-State Festival Director.<br />
5. Arrange for insurance on borrowed instruments.<br />
6. Contract for the recording and broadcast of the All-State <strong>Music</strong> Festival.<br />
7. Be responsible for marketing and sale of All-State Festival recordings, photographs, and clothing<br />
items.<br />
8. Designate the president of the <strong>Iowa</strong> <strong>High</strong> <strong>School</strong> <strong>Music</strong> Association to serve as Master of Ceremonies<br />
for the All-State Festival concert on odd calendar years.<br />
<strong>The</strong> <strong>Iowa</strong> <strong>Music</strong> Educators Association<br />
<strong>The</strong> <strong>Iowa</strong> <strong>Music</strong> Educators Association shall:<br />
ADMINISTRATION<br />
1. Elect three persons from its general membership to serve as a Chair for each of the ensembles<br />
(Band, Orchestra, and Chorus).<br />
1. Furnish personnel to aid in supervision of housing during the All-State Festival.<br />
2. Assist in the promotion of the All-State Festival through their meetings and publications.<br />
3. Attend the joint meeting of the Executive Board of the <strong>Iowa</strong> <strong>Music</strong> Educators Association, the<br />
Executive Committee of the <strong>Iowa</strong> <strong>High</strong> <strong>School</strong> <strong>Music</strong> Association and the All-State Chairs and<br />
chair-elects.<br />
4. Be responsible for marketing and sale of All-State pins, year guards, and the All-State Participant<br />
lists.<br />
5. Designate the president of the <strong>Iowa</strong> <strong>Music</strong> Educators Association to serve as Master of Ceremonies<br />
for All-State Festival concert on even calendar years.<br />
