Executive Summary 

This paper is about the food & beverage market in Croatia. We hope it will 

help you in case of further investments in Croatia. 

The paper starts with a list of figures which will help you to have a precise 

idea of the country where you want to export. First, general figures about 

Croatia and after, its food and beverages market. In addition, we add the 

general regulations of this market. They concern all sectors. 

After these parts, there are a few lines about the import/export activity in 

Croatia. This part will help you to check the trend of your sector. We add 

also here, the regulations regarding import in Croatia. 

The fourth part is a list of contacts of public actors and laboratories which 

might help you in to start a business here, import your products, or get any 

useful information. To assist your future prospects in Croatia, we added in 

information of all the fairs linked with food & beverages and the contacts of 

the organizers. Keep in mind, new fairs are always being launched while 

some of them are being discontinued. 

Following that is a list of contacts starting with the fruits and vegetables 

sector. After those contacts, there is a list of contacts in the meat and fish 

sectors. They are divided into categories by type of meat or fish. After those 

contacts, there is a list of contacts in the canned and frozen food products,

case, we add the most representative companies, specialized in production, 

wholesale or distribution. At the beginning of each list of contact, you will 

find when it exists, the regulations, labels, production figures, fairs or 

associations information.

At the beginning of the list of contact of every sector, you will find, when 

they exist, regulations, labels, production figures, fairs or associations. 

We go on with the healthy food sector. The bio sector is fairly new in Croatia 

and does not count numerous players. But you will find if this part the 

contact data of the representative companies. We add a few lines and 

contacts concerning gluten, salt or lactose free foods. 

To know more about where you can distribute your product, we add the 

contacts of wholesalers but also big and small shops in Croatia. Concerning 

the small shops, numerous family shops are open so the database was too 

big to add all of them.

2. Food and beverage market figures in Croatia 

In the next graphs we will show historical data about the production of food 

and beverages in the past years:

Croatian has three different geographical and climatic zones which are 

influencing agriculture positively: the lowland zone in the north of the 

country, influenced by the continental climate; the coastal zone in the south, 

influenced by the Mediterranean climate; and the mountain zone that 

occupies the central part of Croatia. 

Various types of climate, relief and soil are favourable for the production of a 

wide range of agricultural products: from farm and industrial crops to 

vineyards; from continental to Mediterranean fruits and vegetables. 

Activities related to the capture and processing of fish have always been a 

very important source of income in Croatia. Majority of the coastal zone 

livesoff of the benefits produced by this industry. 


Much like many other activities after the war, fish production fell sharply, but 

in recent years has recovered, making more catches each year. In the tables 

we can see the different catches of Croatian fish market in the past years. 


B. General regulations 

Croatia adopted the European Union “acquis communautaire” food safety 

part and added it to the Food Act (Official Gazette no. 46/07). It serves as 

the basis for insurance of a high level of protection of human health and 

consumer interest, as well as for efficient market operation. Operators in the 

food business have prime responsibility for food in all the phases of food 

production, processing and distribution which they control.

LABELLING REQUIREMENT 

Labels must be in Croatian and include the following information : 

◦ Name of the product 

◦ List of ingredients 

◦ Quantity of specific ingredients or their category 

◦ Net quantity for the packaged food 

◦ Expiration date 

◦ Name and adress of the producer or the person who packages 

the food and/or places it on the market 

◦ Name and adress of the importer’s head office and the country 

of origin next to the name and adress of the producer 

◦ Place of origin 

◦ Instructions and usage where necessary for proper handling 

◦ Alcohol content volume (when more than 1,2% alcohol) 

GMO (Genetically Modified Organisms) 

Food or ingredients containing GMO must have a visible that indicates it 

contains GMO by using the term GMO. The indication must clearly state 

“genetically modified organisms”. Food and food ingredients originating from 

GMO but not containing them must also have a visible indication that they 

originate from GMO.

C. Import/export 

Croatia is a net food and beverage importer country. This balance will 

continue during the next years with slight future growth due to the expected 

accession of Croatia in the EU. 

Most of the exports in this market are destined for neighbouring countries 

such as Italy or Slovenia, although organic agriculture has a potential to 

reach farther markets. 

The most important trade between Belgium and Croatia concerns chocolate, 

beer and wine. 

Regarding the relationship between Croatia and Belgium in the food and 

beverage market, it is important to know the relevance of the trade of beer 

between the two countries. The balance is positive in terms of exports by 

Belgium and almost nil concerning the imports from Croatia. The biggest 

brewers in Croatia are Karlovacka Brewery which is owned by Heineken and 

Zagrebacka Pivovara which has been a part of Inbev between 1994 and 

2010.

On the other hand, the Belgian chocolate industry has a relevant relationship 

in terms of exportation with Croatian market and moreover is important to 

mention the Croatian Chocolate companies Kraš and Kandit.

Regulation on importing in Croatia 

As business requirements for exporting food products to Croatia, we analyze 

trade barriers, tariffs, documentation, and requirements across for sale in 

the country. These are generally made on the basis of the acquis 

communitaire, but in Croatia there are few differences that can influence the 

Belgian exporters. 

There are still duties on imports from the EU of many products, but these 

will disappear with the entry of Croatia into the EU. 


First we will conduct a general review of the fees and necessary documents 

for import into Croatia of the products covered by this study. 

Overview of import procedures 

Before import, for consignments of live animals, semen, ova and embryos, 

hatching eggs, animal products and other goods of animal origin, animal 

feed, raw materials for production of animal feed and items which may 

transmit contagious diseases or endanger the health of people and animals, 

the importer will contact Ministry of Agriculture, Fisheries and Rural 

Development to check for a proper model of certificate and to check if a 

request must be filed for the issuance of an Import decision. The Import 

decision for live animals is issued for a period of 3 months from the day of 

issuance. The Decision for importing products of animal origin is valid for a 

period of 6 months from the day of issuance. 

Depending on the type of delivery, the following are the documents 

which shall be submitted along with the request: 

a. Certificate on fulfilment of the economic conditions, according to which 

quarantine is performed for imported animals (not older than 15 days from 

the day of issuance); 

b. A copy of the valid Certificate and the registration sheet from the Ministry 

of Agriculture, Fisheries and Rural Development of the Republic of Croatia - 

Veterinary Directorate, regarding the warehouse; 

c. Warehousing agreement with the owner/manager of the warehouse; 

d. Approval by the MAFRD–Authority for Agriculture and Foodstuff industry, 

Department for husbandry for import of breeding animals; 

e. Approval by the Ministry of regional development, forestry and water 

economy – The Authority for Hunting; 


f. Approval by the Ministry of Culture – Authority for protection of the 

environment, if animals protected with CITES Convention are imported. 

Immediately after arriving at the delivery at the border crossing point to 

the veterinary inspector, the international freight forwarder shall file the 

Request for a Veterinary document on a special Form called a CVED 

(Common Veterinary Entry Document), applying for the veterinary 

inspections of the consignments. Every delivery must be subject to 

inspection of the documents for each group of products, so that it may be 

concluded whether the data are the same with the data from the Request for 

Veterinary and Health examination. By inspecting the veterinary documents 

for each group of products, the border veterinary inspector determines the 

type of products, its origin and the final destination. The Border Veterinary 

Inspector also conducts identification and physical inspection of the goods, 

along with inspection of the documents. 

For imported deliveries and those in transit, the veterinary inspector shall 

issue a Common Veterinary document form and request for return of the 

copy of verified Form proving the arrival of the delivery at the final 

destination in Croatia or the exit border crossing point.

Most foods require sanitary certificates. Additionally, a quality certificate for 

wine and wine grapes must be obtained from the Institute of Viticulture 

and Enology. The importation of meat and meat products requires a

Laboratories 

The Hazard Analysis and Critical Control Point is a system of safety in food 

production. This international certification is not an obligation in the Croatian 

market but it is better to have it. The seven principles of this certification are 

as follows: 

1.Analysis of food hazards: biological, chemical or physical. 

2.Identification of critical control points: raw materials, storage, 

processing, distribution and consumption. 

3.Establishment of critical control limits and preventive measures: for 

example, minimum cooking temperature and time. 

4.Monitoring of these critical control points. 

5.Establishment of corrective actions. 

6.Keeping records. 

7.Systematic and regular auditing of the system in place by independent 

third party certification bodies.

Local production covers less than ⅔ of total consumption. Imports of fresh 

and processed fruit and vegetables, excluding fruit juices, totaled 316 million 

dollars in 2009.

Link of the International Commission for the Conservation of Atlantic Tunas. 

They are in charge of determine the quotas of tuna fishing :

The Ministry of Agriculture, Fisheries and Rural Development is making a 

difference between fishing in fresh waters for economic purpose and sports 

purpose. 122 authorized fishing rights were deliver on year 2010. The 

waters are managed on the basis of management plans and annual plans. 


Commercial and sports fishing have : 

• regulated fishing zones 

• regulated fishing gear and equipment 

• allowed catch quotas 

• management and delivery of the catch list 

• payment of fees for fishing, as well as protective measures to 

preserve fish stocks. 

The Ministry of Agriculture, Fisheries and Rural Development implements a 

program of monitoring fish stocks through competent scientific research 

institutions. 

The mariculture of the Republic of Croatia includes the breeding of white fish 

(European sea bass & guilthead sea bream mostly), oily fishs (tuna) and 

shells fish (mussels & oysters mostly). Total annual production is around 12 

000 tones (according to the Minister) worth around 120 millions euros. 

The white fish farming is dominated by sea bass ( Dicentrarchus labrax ) and 

sea bream ( Sparus aurata ) and in quantities of about 4,000 tons annually. 

At the same time the Croatian hatcheries produce about 20 million fry of sea 

bass and sea bream annually.The majority of farmed white fish is placed on 

the domestic and EU markets (Italy). 

Breeding is based on the catch of small tuna ( Thunnus thynnus ) from 

nature (8-10 kg) and their further cultivation to market size (30 kg).Annual 

production is about 5,000 tonnes worth around 80 million euros and is 

intended for the Japanese market. 

Shellfish farming includes cultivation of mussels ( Mytilus galoprovincialis ) 

and oysters (Ostrea edulis ) in specially controlled areas, which are under 

constant monitoring. Annual production is around 3,000 tons of mussels and 

about 2 million pieces of oysters and sold exclusively on the domestic 

market. 

The total freshwater fish production in 2007. amounted to about 5,800 tons, 

of which about 70% of waste on the production of warm-water species, and 

the remaining portion relates to the breeding coldwater species.

Oil producers 

In Croatia, olive plantations are abundant in the Istria and Kvarner 

coastal area of Dalmatia and the islands. In the past ten years the olive and 

olive oil production present a positive trend, which was followed by more 

significant planting of new groves. Planting new olive trees is a preventive 

measure against the frequent fires in these areas, and are therefore 

operating aid schemes by the state in recent years primarily focused on the 

burned areas. According to received requests for incentives for plantation of 

olives, in the period 2000-2008 was constructed in 1810 hectares with the 

support of the ministry. The number of olive trees increased from 2.3 million 

trees to 3.5 million trees, or in hectares from 11.3 to 16.3 hectares of 

plantations. The most abundant varieties of olives in Croatia are: 

• Forms 

• an Italian variety Leccino 

• Lastovka 

• Pendolino 

• Istrian stone marten.

Advertising has to be in accordance with Croatian regulations, its culture and 

traditions. Avertising needs to be proper, must neither insult nor discrimate 

anyone. Decency means moral, secure and responsible. In this sense the 

message needs to avoid demeaning or sexual meaning and implicitly 

disapprove irresponsible or dangerous behaviour. The product must never be 

portrayed in a decieving way, all advertising must be true and correct. 


Moral, Human dignity and integrity must be respected in all kinds of 

advertising and marketing projects. This is especially true for alcohol 

products, as special care and attention is required. 

Advertising messages for beers in no case should: 

-Encourage exaggerated or irresponsible consumption or portray absinence 

or moderation thereofe in a negative way 

- suggest a link between aggressive or anti-social behaviour or stimulate 

aggressive behaviour 

- display drunk individuals or show in any way that drunkenness is 

acceptable 

-Advertising must never show people drink alcohol under the age or be 

directed at minor, or even be shown in shows or media for minors. 

Furthermore, beer advertisement must never directly or indirectly link 

driving to the consumption of alcohol. ( Just like machine usage) 

Alcohol must not be shown as a curing or illness treating in any way. The 

consumption of alcohol must not be demonstrated as skill-improving or 

increasing phsicial condition. 

The same conditions apply for promotions or beer-tasting events. 

Any violation to the code can be sued and sanctions be undertaken.

Dolac and Kvatrić are two markets in the capital city of Zagreb. Both

and meats. The Dolac market is located in the Gornji Grad region of Zagreb 

and the Kvatrić market is located on the border between Maksimir, Gornji 

Grad - Medveščak and Donji Grad districts. 

The Dolac market is the most visited and best known farmer's market in 

Zagreb. It is located very close to the main city square, Ban Jelačić Square.
