Dear Collectors,<br />

The year 2000 is a time of national celebration and two of<br />

our January issues seek to capture and promulgate the spirit of<br />

our nation.<br />

We at <strong>Australia</strong> <strong>Post</strong> aim to reflect the spirit of our nation in<br />

our annual <strong>stamp</strong> issue programme. But that is sometimes easier<br />

said than done. The concept of our national spirit is somewhat<br />

elusive, sometimes controversial and always evolving.<br />

<strong>Australia</strong> covers a huge area and our population has a diverse<br />

range of backgrounds. Our national spirit is as wide and varied<br />

as our land and the peoples that inhabit it. Nevertheless, our<br />

January issues, Face of <strong>Australia</strong> and <strong>Australia</strong>n Legends, capture<br />

the spirit of <strong>Australia</strong> in a readily identifiable and uniquely<br />

<strong>Australia</strong>n way. I am proud to be associated with them and I<br />

hope you will share my pride in the values and sentiments these<br />

<strong>stamp</strong> issues represent.<br />

In a formal sense the Face of <strong>Australia</strong> issue (on 1 January)<br />

is <strong>Australia</strong> <strong>Post</strong>'s celebration of the year 2000. Other nations<br />

are celebrating 2000 philatelically by issuing historical series<br />

covering the last 100 or 1000 years; others are using special<br />

features such as limited editions or gold foil. Our approach was<br />

to celebrate our greatest national asset, the people of <strong>Australia</strong>.<br />

The Face of <strong>Australia</strong> issue presents a cross section of our<br />

nation; young and old, male and female, city and rural, old and<br />

new arrivals. It is a time capsule of <strong>Australia</strong>ns in the year 2000.<br />

This issue gives us a glimpse of our past, our present and our<br />

future. The people whose faces appear on the <strong>stamp</strong>s are not<br />

being honoured as individuals. They were chosen to represent<br />

all of us, and in that way this <strong>stamp</strong> issue honours all of us.<br />

Yes, it is a large <strong>stamp</strong> issue but necessarily so, in order to<br />

represent effectively a cross section of our community. The year<br />

2000 is a special time warranting a special form of commemoration.<br />

Our second January issue, for <strong>Australia</strong> Day, will also stir<br />

the national spirit. As in past years, the subject of this issue is a<br />

closely guarded secret. Until it is released, all I can say is that the<br />

<strong>Australia</strong>n Legends issue for the year 2000 is destined to touch<br />

the heart, spirit and national pride of every <strong>Australia</strong>n.<br />

Face of <strong>Australia</strong> 1 January 2000<br />

To celebrate the beginning of the year 2000,<br />

<strong>Australia</strong> <strong>Post</strong> is issuing a sheetlet of 25 <strong>stamp</strong>s.<br />

Each <strong>stamp</strong> features a photograph of an<br />

<strong>Australia</strong>n resident. As a group the <strong>stamp</strong>s give<br />

us a snapshot of the nation at this moment in<br />

our history.<br />

<strong>Australia</strong> in the year 2000<br />

As we begin the year our estimated population<br />

exceeds 19 million, almost five times the size<br />

of the population at the time of Federation.<br />

The most populous State is New South Wales,<br />

followed by Victoria, Queensland, Western<br />

<strong>Australia</strong>, South <strong>Australia</strong> and Tasmania. In<br />

1911, 43 percent of <strong>Australia</strong>ns lived in rural<br />

areas. Through the century this percentage has<br />

dropped to its current level of about 14 per cent.<br />

Despite this, the image of our rural identity<br />

remains strong.<br />

The tendency for <strong>Australia</strong>ns to have fewer<br />

children, along with an increased life expectancy,<br />

has contributed to an ageing population. In 1971<br />

the median age was 27.5 years, in 1991 it was 32.5<br />

and in 1996, 34 years. Throughout the years,<br />

improved nutrition, a higher standard of living<br />

and reduced incidence of many diseases brought<br />

a longer life expectancy. In 1890 an <strong>Australia</strong>n<br />

male’s life expectancy at birth was 47 years, a<br />

female child’s was 51 years. For children born in<br />

<strong>Australia</strong> in 1994-96 life expectancy at birth was<br />

75 years for males and 81 years for females.<br />

In the past 50 years our society has become<br />

more diverse. Our nation is made up of people<br />

from many cultural backgrounds and religions,<br />

combining to create an interesting and dynamic<br />

community. Population estimates for 1997<br />

identified 23 per cent of the population<br />

as overseas born. A further 27 per cent were<br />

second generation <strong>Australia</strong>ns. Aboriginal and<br />

Torres Strait Islander people make up just<br />

under 2 per cent of our population.<br />

It is difficult to generalise about a people. We<br />

like to characterise <strong>Australia</strong>ns by their easy-going<br />

tolerance, lack of pretension, and their strong<br />

belief in a ‘ fair go’ for all. But perhaps what<br />

binds <strong>Australia</strong>ns is the simple fact that, despite<br />

our differences, we all like living here.<br />

Finding the faces of <strong>Australia</strong><br />

The project started with a national search.<br />

Members of the public submitted photographs<br />

of people whom they believed encapsulated a<br />

face of <strong>Australia</strong>. The community responded<br />

enthusiastically with many thousands of entries.<br />

<strong>Australia</strong> <strong>Post</strong> staff made the initial selection.<br />

These were given to state selection committees,<br />

which further narrowed the field to 25 finalists<br />

in each state. These images were sent to the<br />

Stamp Advisory Committee, where the images<br />

you see were selected. The aim was to reflect the<br />

<strong>Australia</strong>n community as closely as possible,<br />

with respect to age groups, ethnicity, gender<br />

balance, national distribution, and so on,<br />

while at the same time creating an interesting,<br />

balanced sheetlet.<br />

The final selection was announced publicly<br />

in November 1999 in Sydney. You will find a<br />

brief description of each individual on the<br />

following page.<br />

The Face of <strong>Australia</strong> Book<br />

<strong>Australia</strong>n author Thomas Keneally has written<br />

an inspiring foreword to the Face of <strong>Australia</strong><br />

book. The book includes more than 170 photos<br />

which reflect the many faces of <strong>Australia</strong>.<br />

Triandis). Twin sisters, Nicholle and Meghan, are part of the<br />

future of <strong>Australia</strong>.<br />

David Willis, QLD (photograph Darryl Cooper). David is a<br />

cattleman living in remote central Queensland, doing the job<br />

that he loves. With a family of five children, David a true face of<br />

outback <strong>Australia</strong>.<br />

Natasha Bramley, SA (photograph Scott Pearson). Natasha is<br />

an environmentalist who loves and helps protect our coastline<br />

and teaches children about the coast.<br />

Cyril Watson, central <strong>Australia</strong> (photograph Nigel Brown). Cyril<br />

lives in a remote community in central <strong>Australia</strong>. Nigel says Cyril<br />

is a typical Aussie kid who enjoys the outdoors.<br />

Mollie Dowdall, WA (photograph Katie Taylor). As a depression<br />

baby, Mollie grew up in a house with no running water, no<br />

electricity. Katie describes Mollie as "an honest Aussie battler",<br />

and "the best mate anyone could wish for".<br />

instructor at a flying school, studying for her transport pilot’s<br />

licence. Her late father was a doctor with the Royal Flying<br />

believes John, a general practitioner, typifies the <strong>Australia</strong>n<br />

ethos of caring.<br />

Edith Dizon-Fitzimmons, VIC (photograph Peter Abbey). Edith,<br />

who is originally from the Philippines, works tirelessly for the<br />

community, sings in a choir and is undertaking tertiary studies,<br />

despite being legally blind.<br />

his daughter Philippa’s face epitomises this country-expressive,<br />

Jack is a Vietnam veteran, "an ordinary <strong>Australia</strong>n who rolls up<br />

his sleeves to get the job done". He earned the Star of Courage<br />

was taken at Miguel’s sports carnival. It captures the true spirit<br />

photograph was submitted by one of her work colleagues at the<br />

local TAFE Institute, because ‘she represents <strong>Australia</strong> through<br />

her carefree sunny nature’.<br />

office employee, whose photograph was submitted because he<br />

adds to the wonderful amalgam of multiculturalism in <strong>Australia</strong>.<br />

thinks Wadad’s Lebanese heritage shows <strong>Australia</strong>'s diverse<br />

The exhibition will use the archival collection<br />

to show the important role photography,<br />

especially artistic portraiture, has played in<br />

establishing <strong>Australia</strong>’s official identity.<br />

The 2000 Christmas Island Lunar New Year<br />

miniature sheet celebrates the Year of the<br />

Dragon, which starts on 5 February 2000.<br />

The dragon, the fifth creature in the Chinese<br />

zodiac, is one of China's most complex symbols.<br />

Unlike the dragon of the west, the Chinese<br />

dragon is a good-natured and benign creature.<br />

Dragons come in all shapes and sizes but are<br />

generally portrayed with a serpentine body plus<br />

feet, claws and scales<br />

The dragon is one of the four creatures of the<br />

world directions. It stands in the east, the region<br />

of sunrise, fertility, spring rains and rain in<br />

general. It is a magic animal, able to shrink in<br />

size or to swell until it fills the space between<br />

heaven and earth. The dragon can be visible<br />

or invisible as it chooses. In spring the dragon<br />

ascends to the skies. In autumn it buries itself<br />

in the watery depths. The dragon is often pictured<br />

playing in the rain clouds with a ball or a pearl.<br />

There are different types of dragon: the<br />

celestial dragon which guards and supports the<br />

mansions of the gods; the spirit dragon which<br />

causes the wind to blow and the rain to fall for<br />

the benefit of mankind; the earth dragon,<br />

which rules over springs and water courses;<br />

and a dragon which watches over the wealth<br />

concealed from mortals' eyes.<br />

In Chinese astrology your year of birth<br />

determines your sign. Dragon years in the 20th<br />

century are 1904, 1916, 1928, 1940, 1952, 1964,<br />

1976, 1988, 2000.<br />

People born in the Year of the Dragon are<br />

said to be proud and lively with a tremendous<br />

amount of self-confidence. They are held to<br />

be intelligent and quick to take advantage<br />

of opportunities and are usually outgoing.<br />

Although energetic and hard-working,<br />

they can also be impulsive and impatient.<br />

Lunar New Year<br />

Lunar New Year is the most important of the<br />

traditional Chinese festivals and is celebrated by<br />

Chinese people throughout the world. It is a<br />

time to finish unfinished business, settle debts<br />

and bury differences so the new year can be<br />

started with a clean slate.<br />

New Year celebrations centre on the family<br />

and family reunion. Incense is burned for<br />

ancestors; special food is prepared. Friends visit<br />

each other to exchange cards and gifts. Gifts of<br />

money, wrapped in lucky, red-paper envelopes<br />

are distributed widely.<br />

In the Chinese calendar years are named<br />

for different animals (rat, ox, tiger, rabbit,<br />

dragon, snake, horse, goat, monkey, rooster,<br />

dog and pig) repearing in a twelve-year cycle,<br />

The current cycle began in 1996.

As part of the <strong>Australia</strong> Day celebrations, each<br />

year the <strong>Australia</strong>n Legends Award pays tribute<br />

to famous <strong>Australia</strong>ns. <strong>Australia</strong>n Legends are<br />

honoured for having made a significant<br />

contribution to our national identity and<br />

heritage within their lifetimes.<br />

The <strong>stamp</strong> issue is released to celebrate<br />

<strong>Australia</strong> Day, and the featured individual,<br />

or individuals – the <strong>Australia</strong> <strong>Post</strong> <strong>Australia</strong>n<br />

Legend(s) – receive a prestigious award.<br />

Until the announcement on 25 January<br />

2000, we cannot reveal who will appear on the<br />

<strong>stamp</strong>s. Nor can we reveal what the <strong>stamp</strong>s will<br />

look like.<br />

arts festivals 24 February 2000<br />

There are many types of arts festivals held in<br />

<strong>Australia</strong>. Some are held every year some are<br />

held every two years. They range from major<br />

international multi-arts festivals – which<br />

celebrate the arts generally – to more<br />

specifically focused festivals, such as writers,<br />

film and music festivals.<br />

Melbourne graphic designer, Wayne Rankin,<br />

created the <strong>stamp</strong> set from images of the five<br />

existing major international arts festivals held<br />

in <strong>Australia</strong>. The set reflects the complexity,<br />

richness and vibrancy of arts festivals in <strong>Australia</strong>.<br />

The set of five x 45c <strong>stamp</strong>s featuring the<br />

major arts festivals of Perth, Adelaide, Sydney,<br />

Melbourne and Brisbane will be issued on 24<br />

February. The logos of each of the arts festivals’<br />

organisations are shown in the gutter strips.<br />

Perth International Arts Festival<br />

In 2000, <strong>Australia</strong>’s oldest international multiarts<br />

festival presents its 48th program of events<br />

(26 January to 20 February). This year the<br />

annual festival introduces a new fringe festival<br />

and the writers’ and film festivals have been<br />

broadened. The images featured in the <strong>stamp</strong><br />

include Black Swan Theatre Company’s<br />

Cloudstreet, which was performed at the 1998<br />

Perth Festival and subsequently to huge critical<br />

acclaim in London’s West End.<br />

Adelaide Festival<br />

Since it started in 1960, the biennial Adelaide<br />

Festival has developed an enviable reputation<br />

as one of the world’s leading multi-arts festivals.<br />

This year’s festival (3 to 19 March) focuses on<br />

the act of creativity. The festival includes a<br />

curated visual arts and writers festival and also<br />

has a large fringe component. The <strong>stamp</strong><br />

features Rosas, a Belgian dance company,<br />

established by Anne Teresa De Keersmaeker<br />

in 1983 and appearing in the Telstra Adelaide<br />

Festival 2000.<br />

Sydney Festival<br />

Celebrating its 24th year in 2000, the Sydney<br />

Festival (8 to 26 January) embraces all art<br />

forms. It is ultimately a celebration of summer<br />

in a great city, culminating on <strong>Australia</strong>’s<br />

national day. The sculpture featured on the<br />

<strong>stamp</strong> is Guardian Angel by Inge King, held in<br />

the collection of Deakin University (Burwood<br />

Campus). The dancer is from the Tharp! Dance<br />

Company performing in a piece titled Sweet<br />

Melbourne Festival<br />

The annual Melbourne Festival, held in<br />

mid-October, has a reputation for presenting<br />

outstanding international and <strong>Australia</strong>n<br />

attractions encompassing all art forms. Since<br />

its beginning, in 1986, the festival has taken<br />

advantage of a variety of non-traditional<br />

venues. The foreground image featured in the<br />

<strong>stamp</strong> is a performer from Sekarwari –Balinese<br />

Dance Society which performed in the 1998<br />

Festival (Photo: Pancho Colladetti). The<br />

background image is of a member of Spindrift<br />

who performed as part of the Streets Southgate<br />

Spectacular at the 1996 Festival.<br />

Brisbane Festival<br />

In 2000, the biennial 2000 ENERGEX Brisbane<br />

Festival will run from 3 to 24 October. It will be<br />

directed for the third time by Tony Gould AM.<br />

This festival features some of the finest dance,<br />

drama, contemporary and fine music<br />

performing arts groups from <strong>Australia</strong> and<br />

overseas. The <strong>stamp</strong> features members of the<br />

Vusa Dance Company of South Africa<br />

performing African Moves (1998 Brisbane Arts<br />

Festival). The percussionist is Sidwell Dhlamini<br />

and the dancer is Mundalano David Matamela.<br />

Philatelists can commemorate the year<br />

2000 with, special dual postmarked covers<br />

(31 December 1999 and 1 January 2000)<br />

from selected GPOs.<br />

<strong>Australia</strong> <strong>Post</strong>’s regulations allow for dual<br />

postmarking in special circumstances as long<br />

as they do not require falsifying of postmarking<br />

date or place.<br />

Canberra, Melbourne and Sydney GPOs will<br />

be open from 10 am to 12 noon on 1 January<br />

2000. Canberra and Sydney will have special<br />

red-ink postmarks (Face of <strong>Australia</strong> and<br />

Celebrate 2000 respectively) while Melbourne<br />

will offer normal post handling.<br />

Dual postmarks can be obtained from other<br />

post offices for the last day of operation for<br />

1999 (30 December 1999) and the first day<br />

of operation for 2000 (4 January 2000).<br />

Deadline for postal requests:<br />

<strong>Post</strong>al orders for dual postmarking bearing two<br />

<strong>stamp</strong>s, one for each postmark, must reach the<br />

relevant GPO by 30 December 1999.<br />

Endorse covers in the top, left-hand corner<br />

clearly specifying the postmarking required.<br />

The issue date for the National Parks prepaid<br />

international envelopes was incorrectly listed in<br />

<strong>Australia</strong> <strong>Post</strong> produced a souvenir cover to<br />

celebrate <strong>Australia</strong>’s win in the 1999 Rugby<br />

world Cup in Cardiff on 6 November.<br />

The cover features the Rugby <strong>stamp</strong>s issued<br />

on 8 June 1999, with a special postmark<br />

and cachet. A limited number (10,000)<br />

were printed and available for sale from<br />
