quite well in the dark. 22 Can the “umbrella monster” objection<br />

hold sway at least in this case?<br />

ANTICIPATION<br />

One way to obviate it would be to conjure up a case where<br />

this threat was anticipated. Suppose you owned some (not exagricultural)<br />

city property, <strong>and</strong> wanted to benefit 23 from the sunlight<br />

<strong>and</strong> rain. How could you preclude the construction <strong>of</strong> the<br />

“umbrella” which would block out the sun <strong>and</strong> rain for yourself,<br />

<strong>and</strong> cooperatively, with <strong>and</strong> for your surrounding neighbors?<br />

One possibility would be to erect a very large tower, or even a<br />

stick, so high that it would render practically impossible the<br />

placing <strong>of</strong> a tarpaulin over the city. 24 What steps might be taken<br />

is disutility to another. “One man’s meat is another man’s poison.” Or to<br />

give a more modern example, perfume undoubtedly creates external<br />

economies for some, but others are allergic to it <strong>and</strong> thus for them it is a diseconomy.<br />

<strong>The</strong>re can be no doubt that what some fear <strong>and</strong> loathe as the<br />

“umbrella monster” would be positively welcome by others as a great boon.<br />

After all, one <strong>of</strong> the benefits <strong>of</strong> modern shopping mall is the ability to shut<br />

out the weather, whatever it is on any given day.<br />
