Transition to Private <strong>Roads</strong> *<br />

Let us posit that the full privatization <strong>of</strong> all roads, streets,<br />

avenues, thoroughfares, highways, <strong>and</strong> byways is the<br />

proper goal <strong>of</strong> public policy. Here, we are assuming,<br />
