such as a “lobbying organization, or indeed a labor union or any<br />

other organization, working in the interest <strong>of</strong> a large group <strong>of</strong><br />

firms or workers in some industry, would get no assistance from<br />

the rational, self-interested individuals in that industry.” 57 Olson<br />

accounts for this situation by invoking neighborhood effects <strong>and</strong><br />

public goods. He writes:<br />

Some goods <strong>and</strong> services . . . are <strong>of</strong> such a nature that all <strong>of</strong> the<br />

members <strong>of</strong> the relevant groups must get them if anyone in the<br />

group is to get them. <strong>The</strong>se sorts <strong>of</strong> services are inherently<br />

unsuited to the market mechanism, <strong>and</strong> will be produced only<br />

if everyone is forced to pay his assigned share. Clearly, many<br />

governmental services are <strong>of</strong> this kind.<br />

It would obviously not be feasible, if indeed it were possible, to<br />

deny the protection provided by the military services, the police,<br />

<strong>and</strong> the courts to those who did not voluntarily pay their share<br />

<strong>of</strong> the costs <strong>of</strong> government, <strong>and</strong> taxation is accordingly necessary.<br />

. . . A common, collective, or public good is here defined as<br />

any good such that, if any person Xj in a group xl, . . . xi, xn consumes<br />

it, it cannot feasibly be withheld from the others in that<br />

group. 58<br />

And further:<br />

To be sure, for some collective goods it is physically possible to<br />

practice exclusion. But . . . it is not necessary that exclusion be<br />

technically impossible; it is only necessary that it be infeasible<br />

or uneconomic. 59<br />

We have already touched upon the case <strong>of</strong> unfeasible excludability<br />

in our numerical example. <strong>The</strong>re, we concluded that the<br />

value-free economists could not justifiably deduce that government<br />

action, albeit “cheaper,” would unambiguously increase<br />
