• Difficulties in communicating with individual front line officers
• The Housing Options Team and Social Services staff were clearly confused as to ‘each others’ duties and information is not
being shared
• Recommendations arising from the assessment process for Children’s & Young people’s services are not being carried out.
Speaking to best practice authorities the view was that there are tensions between social services and housing teams across all
local authorities. Analysis of 16-17 year old homelessness protocols, attached at appendix 2, shows commonality in the issues
being presented for example:-
• Monitoring arrangements
• Common assessment process
• Pathways
Protocol Development:
Feedback from the Chief Housing Officer Group identified 16-17 year old homelessness as a priority for district housing groups.
A new protocol for Districts in Leicestershire who do not use or have a Single Access Point is being developed by the
Homelessness Delivery Group to make it more District relevant and useable (this is due to be signed off by the Chief Housing
Officers Group at the end of October 2012).
Work is also underway to refresh the existing protocol produced by The Bridge, for Charnwood Borough Council and this will
incorporate feedback from the Oadby & Wigston Borough Council pilot.
