R5 Cabinet should make representations to
Leicestershire County Council that they
actively consider distribution of the
participatory budgets through CAP to be run
alongside Blaby’s Community Grant
Programme – rather then the Community
Forums.
The Blaby scheme through CAP is successful,
effectively engages with all parishes, has a fair
assessment programme, provides sign posting
to a range of funding routes and is monitored.
This could achieve better value for money for
County (and tax payers) and potentially offer
better engagement.

Communication has taken place between
Officers of BDC & LCC and Officers from
Leicestershire County Council have advised
that they agree that there are benefits to be
made by better aligning the Grant programme
process and Participatory Budget process to
ensure that unsuccessful bids from both
processes have another opportunity to seek
funding. Officers from Blaby District Council,
County Council and Community Action
Partnership are working to address this.
Officers from Blaby District will work with
County Council Officers to increase publicity
and awareness of the Participatory Budget
event through Contact and local council
newsletters in order to encourage wider public
awareness.
Officers from Blaby District Council meet with
Officers from County Council to discuss the
distribution of Participatory Budgets through
CAP. Leicestershire County Council
Community state that Forum Budgets are a
countywide participatory grants programme in
which residents make the decisions, not a
panel of Councillors and Officers. LCC state
that feedback from participants demonstrates
they are highly satisfied with the process and
feel it is run effectively and professionally.
The County Council already runs a number of
successful community grants programmes that
involve a grants panel and wishes to continue
distributing the Community Forum Budget
funding earmarked for Blaby district via a
participatory approach.
