Page 20 R2 That membership of the ‘awarding panel’ for the allocation of Blaby’s Community Grant should be widened to include greater political representation when distributing this public money. Thought should also be given to including some public representation on the panel. R3 Community Action Partnerships (CAP) should continue their proactive approach to supporting applications and in particular undertake an education exercise with community bodies in the North Forum area to ensure they understand the opportunities available. Partial As Scrutiny acknowledges the portfolio holder sits on the awarding panel as do representatives from the Police, Finance Officer from CAP, Sports Association, Health, HOPPP from Blaby District Council and the process is facilitated by two officers from CAP. It is felt that the current panel consists of more panellists than previously and is more representative. It is considered that adding more political representation to the panel would not necessarily add value to the process, as the process is not a political one. The recommendation for a member of the public to attend is well received. The Executive welcome greater political input into the grants panel process, however, it is considered that the most efficient and effective vehicle for this should be via the Portfolio Holder or Officers. Page 21 R4 Because of the low attendance figures from members of the public and community bodies at the Forum (particularly at the North and Central forums) CAP should look for other ways to ensure opportunities to participate in the community grants are promoted more effectively. Yes Community Action Partnership advise us that they use all avenues of social media, Parish Publications, Libraries, Village Halls, Mercury and Newsletters. CAP attend the Community Forums and provide information about their grants, they also provide this information to the unsuccessful projects and state that it is difficult to establish what other methods could be adopted.
