2.1 Definition of vulnerability
We recognise that we have a responsibility to ensure that the
vulnerable and socially excluded are protected. Our policies and
processes need to be sensitive and provide adequate opportunity for
the less resourceful to access and obtain relevant assistance and
support both in the short term and beyond.
A vulnerable adult is a person aged 18 or over, “who is or may be in
need of community care services by reason of mental or other
disability, age or illness: and who is or may be unable to take care of
him or herself, or unable to protect him or herself against significant
harm or exploitation.” Section 2 “no Secrets”, Department of Health and
the Home Office (2000)
2.2 Those that might be potentially vulnerable therefore include but not
limited to;
• · Supporting Leicestershire Families
• · Tenant under 18;
• · Tenant under 25;
• · Pensionable age;
• · Leaving care;
• · Homeless;
• · First Tenancy;
• · Ex-offender;
• · Fleeing domestic abuse/harassment;
• · Misusing drugs;
• · Misusing alcohol;
• · Neurological impairment;
• · Sensory impairment;
• · Physical impairment;
• · Mental health impairment;
• · Chaotic lifestyle;
• · Literacy;
• · Learning difficulties;
• · Life skills issues;
• · Involvement with Social Services;
• · Cultural/religious/sexual orientation
• · Recently bereaved;
• · Single parent families;
• · Pregnant women (particularly teenagers);
• · Unemployed people;
• · People who are considered to be financially excluded; and
• · Those who have difficulty in understanding, speaking or reading
English.
