o An overview of what Neighbourhood Plans can and cannot do;
o Signpost and support groups to access the information and guidance
already available;
o Provide a framework for developing a Neighbourhood Plan in
Leicestershire and the roles and responsibilities of all key partners;
o Outline minimum requirements before commencing engagement in the
process for both communities and local authorities;
o Outline details of other approaches that may be more suitable such as
Village Design Statement, or single issue projects and documents
6.22 Co-operation on Neighbourhood Planning matters will also count towards
helping the Council to discharge its duty to cooperate on planning matters,
another new duty introduced by the Localism Act and the NPPF.
6.23 It is anticipated that the following support mechanisms are required to support
Neighbourhood Planning:
o Developing a timetable for engagement with any future proposals for
Neighbourhood Plans;
o Provide advice and encouragement to Neighbourhood Forums to
engage with the development plan process and to have an input into
the Allocations, Designations and Development Management DPD that
will follow on after the Core Strategy Local Plan;
o Subject to reasonable requests area and site plans to be provided at
cost
o Subject to reasonable requests technical reports and extracts of data
sets to be provided at cost
o Subject to reasonable requests site histories to be provided
o Subject to reasonable requests provision of any other information that
is in the public domain
o Provision of officer support in respect of meeting compliance with EU
Directives and National Policy with regard to equalities legislation and
human rights legislation.
o Continued support to the Fosse Villages Neighbourhood Forum
including provision of council facilities such as meeting rooms without
charge
o Creation of a Neighbourhood Planning page on the official Blaby
District Council Website to act as a single point of reference for
information, to share best practice and to promote awareness of
Neighbourhood Planning
Resources to support this work will be considered during the forthcoming
review of the Planning service
Summary of Main Issues
6.24 It is proposed that the following protocols are adopted in dealing with any
Neighbourhood Planning issues:
Task/Duty Protocol to be adopted
Advertisement of the request to Planning Group Manager to arrange
designate an area or a forum advertisement for 6 weeks
Preparation of report on Planning Group manager to prepare report for
