� develop and implement plans and programs that respond to community
safety and well-being issues;
� prepare plans to create a sense of place for local communities;
� develop and implement Asset Management Plans that respond to the
identified needs of local communities;
� facilitate the provision of needed public facilities;
� recognise contributions of community groups and volunteers.
5. EXTERNAL IMPACTS
Nil.
6. RISK AND LEGAL IMPLICATIONS
6.1. After Council’s decision of 17 October 2011, a Notice of Intention to Lease
was advertised in accordance with Section 178 of the Local Government Act,
1993. No objections to the leasing of the facility were received.
6.2. Council, should it agree, can waive the current loan balance in accordance
with the Grants and Benefits Provisions of Section 77 of the Local
Government Act, 1993. The details of any grant made or benefit provided are
to be included in the Annual Report of Council.
7. FINANCIAL IMPLICATIONS
There will be no significant implications for the Annual Plan should approval be
given to waive the loan agreement between Council and SAPRA.
8. ANY OTHER UNIQUE ISSUES
SAPRA is a not for profit organisation that is prepared to manage the South Arm
Community Centre as a multi use Centre for the benefit of the South Arm Peninsula
community.
