The reversion in use of the Centre from commercial child care to a multi-use community centre will mean a reduction in the rental received by SAPRA. Community groups that hire the Centre will pay an hourly hire fee similar to other halls/community centres owned by Council, however, it is anticipated that this revenue will not be sufficient for SAPRA to meet repayment of the loan. In light of this it is considered that SAPRA’s request for the waiving of the loan balance is justified. 2.14. SAPRA has maintained a good relationship with Council, is perceived as a group with a high community profile and is very active. It has worked with Council on a number of successful community projects, including recently the erection of a community BBQ on the South Arm Recreation Ground. Through the efforts of SAPRA the South Arm community has demonstrated a high level of community self-sufficiency which is unparalleled elsewhere in the City of Clarence. 3. CONSULTATION 3.1. Community Consultation No public consultation has occurred. 3.2. State/Local Government Protocol Nil. 3.3. Other Discussions have occurred between representatives of SAPRA, Aldermen and Council officers. 4. STRATEGIC PLAN/POLICY IMPLICATIONS 4.1. Council’s adopted Strategic Plan (2010-2015) Social Inclusion states that Council will support local communities to build on existing capacity and progress their health and well-being by doing the following: � provide essential infrastructure to support, sustain and enhance community safety and social well-being;

CLARENCE CITY COUNCIL – GOVERNANCE- 4 JUNE 2012 231 � develop and implement plans and programs that respond to community safety and well-being issues; � prepare plans to create a sense of place for local communities; � develop and implement Asset Management Plans that respond to the identified needs of local communities; � facilitate the provision of needed public facilities; � recognise contributions of community groups and volunteers. 5. EXTERNAL IMPACTS Nil. 6. RISK AND LEGAL IMPLICATIONS 6.1. After Council’s decision of 17 October 2011, a Notice of Intention to Lease was advertised in accordance with Section 178 of the Local Government Act, 1993. No objections to the leasing of the facility were received. 6.2. Council, should it agree, can waive the current loan balance in accordance with the Grants and Benefits Provisions of Section 77 of the Local Government Act, 1993. The details of any grant made or benefit provided are to be included in the Annual Report of Council. 7. FINANCIAL IMPLICATIONS There will be no significant implications for the Annual Plan should approval be given to waive the loan agreement between Council and SAPRA. 8. ANY OTHER UNIQUE ISSUES SAPRA is a not for profit organisation that is prepared to manage the South Arm Community Centre as a multi use Centre for the benefit of the South Arm Peninsula community.
