CLARENCE CITY COUNCIL – GOVERNANCE- 4 JUNE 2012 228 Commonwealth Government Funding $145,000 SAPRA community fundraising $97,000 TOTAL $443,000. 2.3. The facility was officially opened in 1997 and has been managed for the community by SAPRA in accordance with a Lease Agreement with Council. 2.4. In 2005 SAPRA obtained Council approval to sub-let the facility exclusively to a commercial child care operator and any revenue derived to off-set the loan repayments to Council for the facility. 2.5. On 17 October 2011, Council approved the renewal of a Lease Agreement with SAPRA for a term of 10 years allowing the sub-letting of the Centre to a commercial child care operator. 2.6. There have been 4 commercial child care contractors that have sub-let the facility, with the most recent contract ending during February 2012 as the contractor did not wish to extend the agreement. The closure of the Centre as a child care facility is due to it not being a viable business for the South Arm area. 2.7. During the period of sub-letting the facility to child care operators SAPRA has reduced its loan with Council to $39,662.94 which demonstrates the goodwill of the Association. 2.8. SAPRA has approached Council to amend the purpose of its lease arrangement to a multi-use Community Centre and has also sought for Council to waive the loan agreement. This would enable SAPRA to have a fresh start in managing the facility without the burden of finding revenue to pay off a loan.

Under the proposal put forward by SAPRA a committee within SAPRA has been formed which will be solely responsible for managing the facility for community use. Any rental raised from hiring of the Centre will be used by SAPRA to pay for the day-to-day running expenses of the facility. 2.10. SAPRA intends to continue using the Centre for meetings and storage. The following groups are either using the Centre or intend to use the Centre in the near future. They are as follows: � Community Emergency Response Team - a group of local volunteers who attend medical emergencies in the first instance. This is a project funded through the Tasmanian Ambulance Service and SAPRA administers the Team’s funds. They have moved into the Centre and use it as their base and for training; � the South Arm Market has returned to the Centre; � Garden Club; � Coastcare Group; � Art Group; � Playgroup. 2.11. A sub-committee of SAPRA for heritage and history has been formed to identify and progress projects for the South Arm Peninsula. It is proposed to investigate the development of a history room within the Centre. 2.12. It is considered that any future lease arrangement should be on the same basis as the South Arm Calverton Hall Committee in that SAPRA will have its own public liability insurance and its annual accounts will not form part of Council’s own Annual Financial Statement. As with the South Arm Calverton Hall, Council is already responsible for the structural repairs to the Centre building. Mowing of the grounds surrounding the SAPRA Centre can be undertaken by Council at the same time as work crews attend to the maintenance of the South Arm Recreation Ground. This would be a minimal cost to Council.
