"Rosny Hill Nature Recreation Area" 12A Akuna Street Rosny, Tasmania Key Findings • There is currently a lack of public facilities at the RHNRA and although the site has regular visitors, the site is under-utilised and under-developed; • The RHNRA has some unique attributes which would appeal to commercial operations on the site; • The National Parks and Reserves Management Act 2002, the Clarence Planning Scheme 2007, and the RHNRA Management Strategy permit some commercial activities on the site; • The site does have some sensitive conservation issues which should be considered as part of any development proposal; • There are commercial development opportunities which are considered to be consistent with the management strategy and use of the property as “public land” for nature conservation and recreational use which could complement and enhance Rosny Hill and the public’s use of the Reserve and simultaneously provide the financial capacity for the improved use and maintenance of the Reserve. Sensitive commercial development should therefore be encouraged. • Areas outside of the two designated development zones should be considered provided they remain sensitive to the other constraints of the Reserve. Proposals should not be restricted to defined development zones but rather be assessed based on their merits. • The conservation value of the Reserve in comparison to other reserves (eg National Parks, World Heritage Areas) is comparatively low. Conversely the site, due its location in a largely developed area, is well suited to the pursuit of recreational land uses and complementary commercial activities for the benefit of tourists and the general public. • The most likely feasible commercial uses for the site include commercial active recreational activities; minor utilies; restaurant with take away food kiosk; tourist accommodation and operations. • Following Council obtaining a head lease from the Crown, and completion of non-commercially viable recreational development the Council should seek Expressions of Interest from interested parties for commercial uses of the RHNRA consistent with Council’s preferred development concepts; Page 4
