Council as the Managing Authority for the Rosny Hill Nature Recreation Area
will liaise with the Crown through the Department of Primary Industries,
Parks, Water and Environment.

4. STRATEGIC PLAN/POLICY IMPLICATIONS
Council’s Strategic Plan 2010-2015 includes the following strategy:
“Identify opportunities for development of key commercial and tourism
opportunities;
� Promotion and future development of Rosny Hill;…”.
5. EXTERNAL IMPACTS
Nil.
6. RISK AND LEGAL IMPLICATIONS
6.1. The National Parks and Reserves Management Act 2002, Nature Conservation
Act 2002 and the Clarence Planning Scheme 2007 apply.
6.2. It is proposed that the Minister would enter into a long term lease with the
Clarence City Council under Section 48 of the National Parks and Reserves
Management Act, 2002. Council would then enter into a sub-lease (as
approved by the Minister) with any preferred developer/proponent. Any
development of the Reserve would be via a sub-lease, whilst the Minister also
has the right to issue business licences.
7. FINANCIAL IMPLICATIONS
No capital funding allocation is proposed at this time. There is, however, provision
within Council’s annual Operating Plan for implementation of some Rosny Hill
Nature Recreation Area Management Strategy actions in regard to maintenance and
improvements, such as fire management trails and access. An Expression of Interest
process if endorsed is proposed to be funded from budget allocations within the
Economic Development program.
