Chairperson’s Report – May 2012
The Audit Committee met on 16 May 2012 and I attach a copy of the draft Minutes of the
Meeting for tabling at Council’s Meeting (Attachment 1).
The May 2012 meeting focused on the remaining projects in the 2011/12 Annual Audit
Programme, with a final report being received on Project 27 - Development Applications and
Compliance. A number of process improvements were identified from this audit and
implementation of management action plans associated with these findings will be monitored by
the Committee. No significant matters were raised in these audits that warranted further
investigation.
Importantly, the Committee received an update and presentation on the progress to-date of the
implementation of the objectives envisaged in Project 26 – Long Term Financial and Asset
Management Sustainability Planning. It is recognised by the Committee that additional work on
the Project will occur over the ensuing months. Furthermore, Council’s own consideration on
this important policy and financial strategy has yet to occur. The Committee is keen to ensure
that it adds value to this most important project and assists Council to best position Clarence in
terms of its long term financial sustainability. To this end the Committee intends to continue to
overview this project as a standing agenda item throughout the 2012/13 period.
The Committee also gave consideration to a variety of other potential projects for the 2012/13
Annual Audit Programme. A mixture of projects has been identified which are listed below and
now recommended for confirmation by the Council:
1. Risk Management - Public Events
The Council organises and conducts a number of significant public events during each
calendar year particularly over the summer months eg Seafarers Festival, Carols by
Candlelight, Jazz festival etc. Inherent with the conduct of such events issues of public
safety and public liability are important risk management considerations.
