C. That Council authorises the General Manager to undertake the following
actions in seeking sensitive commercial development and enhancement of the
RHNRA, as per the findings of the Report:
(i) seek a long-term head-lease of the RHNRA from the Crown;
(ii) continue to implement actions within the Rosny Hill Nature Recreation
Area Management Strategy 2011 to promote increased active
recreational use of the property and provide infrastructure which will
facilitate public use;
(iii) prepare marketing material and preferred development standards to be
met by proponents for both leases or business licenses;
(iv) seek Expressions of Interest (EOI) from interested parties for
commercial uses of the RHNRA consistent with Council’s preferred
development concepts;
(v) appoint an EOI evaluation panel and probity officer to review
Expressions of Interest and recommend to Council a short-list of
preferred proponents;
(vi) negotiate lease or license terms with preferred proponents subject to:
� the proponent obtains a Planning permit and any other required
business licences prior to lease finalisation;
� the lessee completes the development within a specified timeframe
(or failing that the lease is surrendered and other alternative
proponents are considered).

1. BACKGROUND
1.1. Council became the Managing Authority for the Rosny Hill Nature Recreation
Area (RHNRA) in September 2009.
1.2. On 25 July 2011, Council adopted the Rosny Hill Nature Recreation Area
Management Strategy 2011 incorporating the following actions:
(i) Council to explore the market potential for development consistent
with Council’s Planning Scheme and the site’s status under the
National Parks and Reserve Management Act, 2002; and
(ii) the General Manager to pursue any identified developments in
consultation with the State Government.
