11.7.2 ROSNY HILL NATURE RECREATION AREA MANAGEMENT STRATEGY

EXECUTIVE SUMMARY
PURPOSE
To consider a property report on development within the Rosny Hill Nature
Recreation Area to enhance the visitor experience and recreational potential of the
site.
RELATION TO EXISTING POLICY/PLANS
Council’s Strategic Plan 2010-2015 is relevant as is Council’s adopted Rosny Hill
Nature Recreation Area Management Strategy 2011 in relation to improved visitor
infrastructure and experience.
LEGISLATIVE REQUIREMENTS
The National Parks and Reserves Management Act 2002, Nature Conservation Act
2002 and the Clarence Planning Scheme 2007 are relevant.
CONSULTATION
The consultation processes under the Land Use Planning Act, 1993 and the Clarence
Planning Scheme will apply to any development or site enhancement proposals.
FINANCIAL IMPLICATIONS
Council’s annual operating plan provides for implementation of Rosny Hill Nature
Recreation Area Management Strategy actions in regard to maintenance and
improvements, such as fire management trails and access. An Expression of Interest
process if endorsed would be funded from budget allocations within the Economic
Development program.
RECOMMENDATION:
A. That Council receives the Opteon Tasmania Property Report – Rosny Hill
Nature Recreation Area, May 2012 (Report) on Rosny Hill Nature Recreation
Area (RHNRA).
B. That Council’s preferred development concept to enhance the visitor
experience and recreational potential of the Rosny Hill Nature Recreation
Area include the following commercial use options:
(a) commercial active recreational activities;
(b) restaurant with take away food kiosk;
(c) tourist accommodation and operations;
(d) conference centre;
and development of areas outside of the 2 designated development zones in
the Rosny Hill Nature Recreation Area Management Strategy may be
considered provided proposals remain sensitive to and address the
conservation objectives and constraints of the reserve.
