Quarterly Report – March 2012 1. Summary This report on the general and financial performance of the Southern Waste Strategy Authority (SWSA) for the March 2012 quarter is provided to member councils, in accordance with Section 36B of the Local Government Act 1993. 2. General Performance 2.1 Projects The SWSA Project Officer advises that federal funding for the Australian Sustainable Schools Initiative (AuSSI) has been dropped. He recently joined the Australian Education for Sustainability Alliance at an advocacy day in Canberra. The main objectives for the day were: To achieve a public commitment, and plan from all political parties by April 2013 to support and enhance quality Education for Sustainability by realising AESA’s policy platform by 2015 in order to achieve best practice. Additionally the Alliance wants the government to strengthen EfS by a funding commitment for its policy platforms and to have the other parties support its policy platform in their election policies. The AESA will create a pathway to strengthening the following policy areas:

a. The National Curriculum b. The Australian Sustainable Schools Initiative c. Tertiary Sustainability d. Professional Development.. The new website www.taswaste.com.au is continuing to be expanded with the number of hits being maintained at a high level. Significant follow up phone calls in the office are received from persons who have initially accessed the website. The Household Hazardous Waste Co-ordinator (at LGAT) has reported that there are insufficient funds left to conduct a collection similar to the current year. This has occurred because the volumes collected last November were far in excess of previous years and consequently the disposal costs were significantly higher. The past arrangements have been 4 collection days per cycle (2 North, 2 South). This would mean that the cost for 2012/13 would be slightly over $200,000 and with SWSA meeting 49% of the LG cost. If there was only 1 collection in the South the cost would be about $150,000 with $50,000 of State money currently being held by LGAT, which would leave approx. $100,000 to be met by LG.. If SWSA’s proportion was reduced to 33% because of the reduction in collections, the amount SWSA would have to pay would be within the proposed budget allocation for 2012/13. The Board has agreed to put this proposal to a meeting of Regional Waste Groups to be held in May. The Organics collection trials in the North and North West are continuing and Hobart City Council is proposing to commence one in the near future in South Hobart. The Project Officer reports that, following the recent free e-waste drop-off held across the State, approximately 140,000 kg of product was collected (which was in excess of the 30,000kg per site required). Despite the disorganisation preceding the event and the short time frame for promotion, the weekend went ahead smoothly. Some Council feedback is that the event was not adequately publicised and many members of the public were not aware of it. The Board had previously been advised of officers’ concerns regarding this matter who can only concur with regarding the publicity. 2
