The use will be for a unit train terminal. Consistent with Preferred Alt: Yes. The Preferred Alternative encourages employment uses along major highways provided that appropriate access and adequate infrastructure and services are provided. While there is no direct access to I-5, the access to the railroad is consistent with the requested use. County Staff Recommendation: Yes. While the site is miles from the nearest I-5 exist, the access to the railroad is sufficient access for the requested use. Staff recommends General Plan policy standards requiring infrastructure and services to be funded, constructed, and maintained by the developer/ property owner. The Preferred Alternative encourages commercial and employment uses near major highway interchanges, most of this site is already designated for industrial uses and it is not productive farmland. County Staff Recommendation: Yes. This site is not productive farmland. It has been used for industrial processing activities and is adjacent to existing industrial operations.
