• There is an ambiguity in <strong>the</strong> roles <strong>of</strong> <strong>the</strong> Board <strong>of</strong><br />

Directors <strong>and</strong> that <strong>of</strong> <strong>the</strong> Minister responsible on <strong>the</strong><br />

approvals <strong>of</strong> <strong>the</strong> Authority’s budget <strong>and</strong> its<br />

supplementary provisions.<br />

• Board <strong>of</strong> Directors <strong>and</strong> staff involved in overseas travel<br />

were paid twice vide payment <strong>of</strong> per diem <strong>and</strong><br />

accommodation at <strong>the</strong> same time.<br />

• The Authority is not doing much to control <strong>the</strong> problem<br />

<strong>of</strong> fuel adulteration.<br />

• Fuel adulteration malpractices facilitate tax evasion.<br />

Recommendations<br />

Some <strong>of</strong> <strong>the</strong> recommendations made includes:-<br />

• All Board members <strong>and</strong> EWURA staff paid <strong>the</strong> stipulated<br />

sum <strong>of</strong> should be made to refund <strong>the</strong> excess payment.<br />

• Study tour, training <strong>and</strong> conference trips should be<br />

properly planned <strong>and</strong> funds should be carried only after<br />

confirming that <strong>the</strong>y will be used.<br />

• Study tours should only be made when it is necessary<br />

<strong>and</strong> that Value for Money will be attained.<br />

• A list <strong>of</strong> Fuel adulters should be submitted to TRA for<br />

<strong>the</strong> recovery <strong>of</strong> revenue lost through exemption <strong>of</strong><br />

kerosene that was later misused for adulteration.<br />

14.12 Global Financial Crisis<br />

The world is currently experiencing a global financial crisis<br />

which has hit some <strong>of</strong> <strong>the</strong> big economies in <strong>the</strong> world<br />

including <strong>the</strong> USA. This crisis has come straight after <strong>the</strong><br />

food <strong>and</strong> fuel price shock in year 2008, <strong>and</strong> currently <strong>the</strong><br />

financial crisis could also significantly set back <strong>the</strong> fight<br />

against eradicating <strong>of</strong> poverty in <strong>Tanzania</strong>.<br />

Although <strong>the</strong> crisis is yet to be felt much in <strong>Tanzania</strong>, it is<br />

just a matter <strong>of</strong> time, before <strong>Tanzania</strong> will be hard hit by<br />

this crisis. This is because; our economy depends on <strong>the</strong><br />

economies <strong>of</strong> o<strong>the</strong>r countries. For example, <strong>the</strong> financial<br />

support we have been receiving from development partners<br />
