for better service delivery to <strong>the</strong> public.<br />

• Given <strong>the</strong> shortfall <strong>report</strong>ed, Boards <strong>of</strong> Directors <strong>of</strong> Public<br />

Authorities should streng<strong>the</strong>n <strong>the</strong> Human Resource<br />

Departments <strong>and</strong> ensure that staff records are properly<br />

maintained, recruitments <strong>and</strong> selection <strong>of</strong> employees<br />

should be done on transparency <strong>and</strong> competitive ground to<br />

allow PA&oBs to obtain best c<strong>and</strong>idates.<br />

• Chief Executive Officers <strong>of</strong> PA&oBs should enhance staff<br />

performance appraisal systems to assist in <strong>the</strong> attainment<br />

<strong>of</strong> <strong>the</strong> organization’s strategic objectives.<br />

• The Boards <strong>of</strong> Trustees <strong>of</strong> NSSF should review its earlier<br />

decision <strong>of</strong> transferring <strong>the</strong> former Director <strong>of</strong> Human<br />

Resources <strong>the</strong> current Director <strong>of</strong> Human Resource <strong>and</strong><br />

Administration (DHRA) <strong>and</strong> recruitment <strong>of</strong> <strong>the</strong> new DHRA as<br />

to my opinion <strong>the</strong> whole process lacks transparency.<br />

• The Chief Executive Officers <strong>of</strong> Public Authorities should<br />

timely submit all statutory <strong>and</strong> o<strong>the</strong>r deductions to<br />

relevant Authorities in full as stipulated in <strong>the</strong> respective<br />

governing laws.<br />

• Human resource is <strong>the</strong> key asset <strong>of</strong> <strong>the</strong> organization,<br />

<strong>the</strong>refore <strong>the</strong> Chief Executive <strong>of</strong>ficers <strong>of</strong> <strong>the</strong> Public<br />

Authorities <strong>and</strong> o<strong>the</strong>r Bodies should ensure that human<br />

resource management is give high priority <strong>and</strong> attention to<br />

assist <strong>the</strong> attainment <strong>of</strong> <strong>the</strong> strategic corporate goals.<br />

14.11 Results <strong>of</strong> Special Audits<br />

In <strong>the</strong> course <strong>of</strong> <strong>the</strong> special audit, nothing came to our<br />

attention to indicate outright <strong>the</strong>ft <strong>of</strong> cash at EWURA.<br />

However, <strong>the</strong>re are some problems in management <strong>of</strong><br />

EWURA <strong>and</strong> oversight capacity building programmes<br />

(training, study tours <strong>and</strong> conferences) which among o<strong>the</strong>rs<br />

includes:<br />
