citizens are to receive reliable <strong>and</strong> affordable<br />

services, civil aviation in <strong>Tanzania</strong> needs to be<br />

liberalized. Also, <strong>Tanzania</strong> Region should<br />

immediately confirm its acceptance <strong>of</strong> <strong>and</strong> adhere<br />

to <strong>the</strong> Yamoussoukro decision that <strong>Tanzania</strong> is<br />

legally bound to comply with.<br />

• Energy <strong>and</strong> Water Utilities Regulatory Authority<br />

Board <strong>of</strong> Directors should concentrate in<br />

developing <strong>the</strong> capacity <strong>of</strong> <strong>the</strong> EWURA secretariat<br />

so that it is able to render better services. Also, a<br />

strong working relationship among employees,<br />

EWURA management <strong>and</strong> <strong>the</strong> Board <strong>of</strong> Directors is<br />

essential for each to fulfill his/her responsibilities<br />

leading to improvement <strong>of</strong> EWURA operations.<br />

Improved performance <strong>of</strong> EWURA will depend on<br />

strong vision driven Board <strong>of</strong> Directors <strong>and</strong> highly<br />

committed <strong>and</strong> motivated EWURA Management <strong>and</strong><br />

staff.<br />

14.10 Human Resource Management<br />

Review <strong>of</strong> Human Resource Management has revealed<br />

weaknesses in some Public Authorities <strong>and</strong> o<strong>the</strong>r Bodies<br />

such as lack <strong>of</strong> regulatory authority regulating <strong>the</strong> activities<br />

<strong>of</strong> <strong>the</strong> PA&oBs as SCOPO used to do before its dissolution,<br />

lack <strong>of</strong> proper maintenance <strong>of</strong> employees’ records,<br />

recruitment <strong>of</strong> personnel without using competitive <strong>and</strong><br />

transparent procedures, employment <strong>of</strong> unqualified<br />

personnel, absence <strong>of</strong> staff performance appraisal systems,<br />

under staffing, <strong>and</strong> misallocation <strong>of</strong> pr<strong>of</strong>essional staff to<br />

job not equivalent to <strong>the</strong>ir qualifications.<br />

Recommendations<br />

• The Government should establish a strong regulatory<br />

Authority which will be responsible for regulating <strong>the</strong><br />

performance <strong>and</strong> operations <strong>of</strong> <strong>the</strong> Public Authorities <strong>and</strong><br />
