performance. Organizations <strong>the</strong>refore, have to design<br />

organization setup that supports transparency <strong>and</strong> sound<br />

internal control system. Moreover, organizations are<br />

required to have Codes <strong>of</strong> Ethics, Clientele Service Charter,<br />

Corporate Plans, <strong>Annual</strong> Budgets as well as an apex<br />

(Governing Board) for <strong>the</strong> strategic decisions.<br />

We noted cases where various higher government<br />

authorities influence TANAPA operations <strong>and</strong> strategic<br />

decisions. For instance, TANAPA received instructions from<br />

<strong>the</strong> Ministry <strong>of</strong> Natural Resources <strong>and</strong> Tourism to enter into<br />

contract with CNN without following public procurement<br />

procedures. It was not clear to auditors <strong>the</strong> extent to which<br />

<strong>the</strong> Board <strong>of</strong> Trustees <strong>and</strong> TANAPA management were<br />

involved in this major strategic decision apart from abiding<br />

to <strong>the</strong> instructions from <strong>the</strong> parent ministry. Fur<strong>the</strong>rmore,<br />

we have failed to establish <strong>the</strong> source <strong>of</strong> m<strong>and</strong>ate that <strong>the</strong><br />

Ministry has over TANAPA in as far as its corporate<br />

governance is concerned.<br />

Recommendations<br />

• The Ministry <strong>of</strong> Natural Resources <strong>and</strong> Tourism should<br />

not impose issues on TANAPA without involving<br />

TANAPA management <strong>and</strong> Treasury Registrar who is<br />

<strong>the</strong> custodian <strong>of</strong> all Public entities. In addition,<br />

TANAPA in procuring works, goods <strong>and</strong> services, should<br />

endeavour to be complaint to <strong>the</strong> requirements <strong>of</strong> <strong>the</strong><br />

Procurement Act No 21 <strong>of</strong> 2004 toge<strong>the</strong>r with its<br />

related Regulations.<br />

• Hon. Speaker should consider exp<strong>and</strong>ing <strong>the</strong> role <strong>of</strong><br />

<strong>the</strong> POAC to rename it as <strong>the</strong> Public Investments<br />

Committee <strong>and</strong> exp<strong>and</strong> its m<strong>and</strong>ate to cover all public<br />

enterprises. Also, to exp<strong>and</strong> its m<strong>and</strong>ate, <strong>the</strong>re is a<br />

need to continue streng<strong>the</strong>ning <strong>the</strong> Committee so that<br />

it is able to discharge its responsibilities more<br />

effectively.<br />
