per definitions <strong>of</strong> <strong>the</strong> staff regulations<br />

• The transfer letter included a probationary provision<br />

for a period <strong>of</strong> six months after which “<strong>the</strong> Director may<br />

be” confirmed <strong>and</strong> that <strong>the</strong> salary would have remained<br />

“personal to himself”, this means that <strong>the</strong> chief<br />

manager would have continued to receive a salary <strong>of</strong> a<br />

director <strong>and</strong> be in probation as a new employment<br />

• Despite <strong>the</strong> complaints by <strong>the</strong> former Director on <strong>the</strong><br />

injustice done to him via letters dated 28/6/05,<br />

22/7/05 <strong>and</strong> 29/7/05, <strong>the</strong> Director General wrote to <strong>the</strong><br />

complainant that he considered <strong>the</strong> matter closed<br />

without provision <strong>of</strong> any solution to <strong>the</strong> complaints.<br />

Fur<strong>the</strong>r, via letter NSSF/C/PF/778/103, <strong>the</strong> Director<br />

General threatened <strong>the</strong> complainant for <strong>the</strong> disciplinary<br />

action if he would have repeated <strong>the</strong> similar instances.<br />

No clear explanation was give justify <strong>the</strong> intention <strong>of</strong><br />

<strong>the</strong> Director General to do so.<br />

• Fur<strong>the</strong>r, management communicated Salary scale status<br />

to <strong>the</strong> <strong>the</strong>n DHRA through fax by stating that “when <strong>the</strong><br />

fund’s salary structure reviews were made in July 2005<br />

you were no more a director <strong>and</strong> hence your salary<br />

could not be pegged retrospectively”. This sentence<br />

seems to be a contradiction to <strong>the</strong> original letter <strong>of</strong> <strong>the</strong><br />

transfer dated 22/2/05.<br />

• On Wednesday 8/3/06 <strong>the</strong> complainant wrote to <strong>the</strong><br />

chair <strong>of</strong> <strong>the</strong> Board <strong>of</strong> trustees but <strong>the</strong> chairperson did<br />

not respond until 15/8/07 i.e 18 Months letter despite<br />

reminders <strong>of</strong> 11/9/06 <strong>and</strong> 12/6/07. On <strong>the</strong> response,<br />

<strong>the</strong> chairperson confirmed some weakness in <strong>the</strong><br />

transfer <strong>and</strong> on salary case <strong>the</strong> chairperson showed an<br />

indicator <strong>of</strong> limited information. The circumstance<br />

implies that <strong>the</strong> management is doing injustice to its<br />

staff. We <strong>of</strong> opnion that NSSF Board <strong>of</strong> Trustees should<br />

intervene on <strong>the</strong> matter <strong>and</strong> provide satisfactory<br />

information for audit scruitininy.<br />
