shall be effective unless <strong>the</strong> <strong>of</strong>fer <strong>of</strong><br />
appointment has been duly accepted <strong>and</strong><br />
signed by <strong>the</strong> employee”.<br />

10.4 Shortage <strong>of</strong> staff in Public Authorities<br />
As a part <strong>of</strong> audit procedures I reviewed some organization<br />
staffing <strong>of</strong> different Public Authorities <strong>and</strong> noted serious<br />
problem <strong>of</strong> inadequate staffing. Inadequate staffing may<br />
hinder attainment <strong>of</strong> corporate goals since a good mix <strong>of</strong><br />
skills <strong>and</strong> abilities may not be possible. In addition,<br />
segregation <strong>of</strong> duties <strong>and</strong> staff rotation which are necessary<br />
attributes <strong>of</strong> internal controls system may not be exercised<br />
effectively.<br />
Some <strong>of</strong> <strong>the</strong> Public Authorities which are suffering from<br />
shortage <strong>of</strong> key staff are shown below.<br />
