While those records are essential for promotions <strong>and</strong><br />

proper remuneration as well as settlement <strong>of</strong> terminal<br />

benefits; Human Resource Managers have given little<br />

weight on ensuring completeness <strong>of</strong> employees’ records<br />

<strong>and</strong> data base.<br />

The table below is a list <strong>of</strong> Public Authorities lacking<br />

adequate staff records.<br />

reviewed, only 10 files had complete<br />

records which agreed to payroll details<br />

2. ISW Records relating to employment <strong>of</strong> part<br />

time lecturers such as <strong>the</strong>ir<br />

qualification <strong>and</strong> terms <strong>of</strong> payment<br />

were missing from personal files<br />

3. NSSF Test checks <strong>of</strong> personal files both open<br />

<strong>and</strong> confidential revealed several<br />

weaknesses regarding documentation<br />

<strong>and</strong> record keeping. The following<br />

particulars were missing in <strong>the</strong> personal<br />

files:<br />

• recruitment <strong>and</strong> selection<br />

procedures<br />

• pre-employment medical<br />

examination certificates<br />

• Academic certificates<br />

• referee <strong>report</strong>s<br />

• transfers <strong>and</strong> promotions<br />

• terminations<br />

• performance management<br />

• grievances<br />

• training/development activities<br />

10.2 Staff performance appraisal<br />

A number <strong>of</strong> Public Authorities have demonstrated<br />

significant weakness in <strong>the</strong> performance appraisal <strong>of</strong><br />
