10.0 Introduction<br />

CHAPTER TEN<br />

HUMAN RESOURCE MANAGEMENT<br />

Results <strong>of</strong> various audits showed that some <strong>of</strong> <strong>the</strong> Public<br />

Authorities have weaknesses in effective management <strong>of</strong><br />

human resources. In several instances, it was noted that<br />

recruitments are not done in a transparent manner <strong>and</strong> in<br />

accordance with public sector st<strong>and</strong>ing procedures. It was<br />

also noted that, most organizations have problems in<br />

keeping vital staff records. Apart from not having staff<br />

database; review <strong>of</strong> employees personal files revealed that<br />

basic particulars such as employment letters, confirmations<br />

<strong>and</strong> promotions are not filed.<br />

O<strong>the</strong>r serious problems include, shortage <strong>of</strong> key staff, Lack<br />

<strong>of</strong> employment contracts, meritocratic principles not<br />

adhered to during recruitment, misallocation <strong>of</strong> staff <strong>and</strong><br />

non payment <strong>of</strong> statutory deductions.<br />

The effects <strong>of</strong> <strong>the</strong>se weaknesses include high staff<br />

turnover, low working moral <strong>and</strong> ultimate low productivity.<br />

Briefs <strong>of</strong> <strong>the</strong>se problems are given in <strong>the</strong> following<br />

paragraphs.<br />

10.1 Records keeping systems<br />

The review <strong>of</strong> personal files in public authorities noted<br />

some weaknesses which needs immediate corrective<br />

measures. Important records such as employment<br />

contracts, copies <strong>of</strong> academic certificates, marriage <strong>and</strong><br />

birth certificates <strong>and</strong> letters <strong>of</strong> appointment are missing<br />

from <strong>the</strong> respective personal files. O<strong>the</strong>r important records<br />

include, promotions, transfers, academic <strong>and</strong> pr<strong>of</strong>essional<br />

certificates, salary increments <strong>and</strong> performance appraisal<br />

forms.<br />
