9.5 Weaknesses in Managing Staff Quarters at Institute <strong>of</strong><br />

Social Works<br />

The Institute’s lease agreements states categorically that,<br />

if tenant wish to renew <strong>the</strong> contract he/she should inform<br />

<strong>the</strong> Institute in writing three months before <strong>the</strong> end <strong>of</strong> <strong>the</strong><br />

existing contract. Fur<strong>the</strong>rmore, <strong>the</strong>re is a clause in <strong>the</strong><br />

same agreement that show <strong>the</strong> tenure <strong>of</strong> <strong>the</strong> contracts.<br />

Most contracts prevail for two years term. However, we<br />

noted that most <strong>of</strong> <strong>the</strong> contracts are not renewed or takes<br />

longer than <strong>the</strong>ir expiry dates to renew as can be seen<br />

hereunder (a position as at April 2008):-<br />

9.6 <strong>Tanzania</strong> Port Authority’s Compensation due from <strong>the</strong><br />

Government<br />

In 1996, <strong>the</strong> Authority incurred Shs.362,995,415 to acquire<br />

plot number 2459/35 along Shaaban Robert Street <strong>and</strong><br />

Garden Avenue with an intent to construct an investment<br />

property. However <strong>the</strong> project could not take <strong>of</strong>f as<br />
