project implementation status.<br />
• NSSF an 11/6/2006 signed an addendum to <strong>the</strong> contract<br />
USD 90,000 (excluding any tax payable in <strong>Tanzania</strong>),<br />
however, Item 4 <strong>of</strong> <strong>the</strong> Addendum amends Article 8 <strong>of</strong><br />
<strong>the</strong> contract to allow NSSF to pay directly to M/s<br />
Arowana consulting <strong>of</strong> India.<br />
• The addendum to <strong>the</strong> contract signed on 12/5/2007<br />
allowed a contractor to sub-contract <strong>the</strong> development,<br />
finalization, supply <strong>and</strong> installation <strong>of</strong> Core Fund<br />
Management System (item 3 <strong>of</strong> addendum). However,<br />
<strong>the</strong> scrutiny <strong>of</strong> <strong>the</strong> original contract found out that <strong>the</strong><br />
supply <strong>of</strong> Core Fund Management System was not<br />
covered in <strong>the</strong> scope <strong>of</strong> Contract under Article 11.<br />
• The scope <strong>of</strong> <strong>the</strong> contract as detailed under article 11<br />
<strong>of</strong> <strong>the</strong> contract covers core fund systems, oracle<br />
application implementation, implementation <strong>of</strong><br />
document management system, legal management<br />
system, public relation system <strong>and</strong> MIS, training <strong>and</strong><br />
oracle licences. The review <strong>of</strong> this project found out<br />
that <strong>the</strong> scope <strong>of</strong> <strong>the</strong> contract is not adequately covered<br />
as no information on implementation <strong>of</strong> document<br />
management system, legal management system, public<br />
relation system <strong>and</strong> MIS.<br />
• The Director <strong>of</strong> Information Technology through minute<br />
22 <strong>of</strong> 8/9/2006 advised a Director General to approve<br />
payment to contractor <strong>and</strong> commended <strong>the</strong><br />
performance <strong>of</strong> <strong>the</strong> contractor despite <strong>the</strong> defaults<br />
raised by <strong>the</strong> users <strong>and</strong> he asserted that <strong>the</strong> defaults<br />
noted by were due to lack <strong>of</strong> confidence among users.<br />
The Director <strong>of</strong> IT also ignored <strong>the</strong> advice made to him<br />
by <strong>the</strong> acting system & Application Manager that <strong>the</strong><br />
contract requires <strong>the</strong> mile stone for payments to be<br />
production set up instead <strong>of</strong> <strong>report</strong> generation which<br />
were used to judge completion.<br />
