During <strong>the</strong> process <strong>of</strong> selection <strong>of</strong> successful winners for<br />
each lot <strong>the</strong> tender board at its meeting held on 13 th<br />
August, 2007 directed <strong>the</strong> concerned department to<br />
conduct <strong>the</strong> vetting <strong>of</strong> best three in each lot for fur<strong>the</strong>r<br />
decision. The vetting <strong>report</strong> conducted by <strong>the</strong> department<br />
<strong>of</strong> security <strong>and</strong> its <strong>report</strong> signed by Chief Security Manager,<br />
recommended a reversal <strong>of</strong> recommendations made by <strong>the</strong><br />
evaluation team, <strong>and</strong> recommended o<strong>the</strong>rwise based on<br />
own criteria <strong>of</strong> evaluation <strong>and</strong> Aliance Day <strong>and</strong> Night<br />
Security Guard Limited <strong>of</strong> BOX 305 Tabora was awarded to<br />
render security service for Arusha, Kilimanjaro, Tabora,<br />
Dodoma, Mwanga, Same, Tarakea, Hai, Everest Chinese<br />
restaurant, Nzega, rest house from 31/10/2007 to<br />
31/10/2009.<br />
However, <strong>the</strong> justification for vetting <strong>and</strong> awarding such<br />
many lots to one private security company instead <strong>of</strong> <strong>the</strong><br />
ones recommended by evaluation committee could not be<br />
made available. As far as <strong>the</strong> procurement process is<br />
concerned <strong>and</strong> interference <strong>of</strong> <strong>the</strong> procurement process by<br />
Security department could not be ascertained. The fund<br />
vetting recommendation implies a gross violation <strong>of</strong><br />
procurement Act <strong>and</strong> regulations which attracts<br />
investigation <strong>the</strong> respective authorities to ascertain<br />
whe<strong>the</strong>r <strong>the</strong>re were fair play in procurement process.<br />
It was fur<strong>the</strong>r noted that bid document submitted by<br />
Alliance Security did not comply with <strong>the</strong> format <strong>of</strong> a<br />
st<strong>and</strong>ard tender document issued by <strong>the</strong> PPRA casting<br />
doubt as to how <strong>the</strong> company competed <strong>and</strong> won this<br />
tender <strong>and</strong> <strong>the</strong> security company ended up<br />
underperforming in some areas assigned to it. We are <strong>of</strong><br />
