<strong>the</strong> Authority<br />

• The <strong>report</strong>ed contracts to <strong>the</strong> PPRA were about 62% <strong>of</strong><br />

<strong>the</strong> collected tender notices<br />

It was not evident whe<strong>the</strong>r PPRA provided feedback to <strong>the</strong><br />

PEs that complied with <strong>the</strong> <strong>report</strong>ing requirements, with an<br />

emphasis to highlight areas where <strong>the</strong>y did not perform<br />

right in <strong>the</strong> preparation <strong>of</strong> annual procurement plans,<br />

tender notices, <strong>and</strong> contracts.<br />

This implies that, enforcement is not properly instituted<br />

<strong>and</strong>, lack <strong>of</strong> feedback from <strong>the</strong> Regulator to Procurement<br />

Entities may make <strong>the</strong>m consider <strong>the</strong> <strong>report</strong>ing<br />

requirement as a formality <strong>and</strong> not a useful exercise.<br />

The Authorities management should ensure that<br />

compliance monitoring is enforced <strong>and</strong> a feedback<br />

mechanism instituted<br />

6.9 <strong>Tanzania</strong> National Park<br />

6.9.1 Under-utilization <strong>of</strong> Donor Fund<br />

TANAPA does receive funds from development partners for<br />

specialised activities such as specialised training for local<br />

staff <strong>and</strong> conducting health related activities e.g. assessing<br />

biodiversity health. However, <strong>the</strong>se funds have been kept<br />

idle <strong>and</strong> are not used to implement <strong>the</strong> intended purposes.<br />

For instance <strong>the</strong>re was a total amount <strong>of</strong> TZS 126.3 million<br />

from various donors as at 30 June 2008 that had not been<br />

used to send staff for specialised training programs for<br />

more than three years now. See table below:-<br />
