procedures manual dealing with money laundering.<br />
6.7 Energy <strong>and</strong> Water Utility Authority (EWURA)<br />
6.7.1 Development <strong>and</strong> Enactment <strong>of</strong> Relevant Sector<br />
Legislations<br />
EWURA is a regulatory authority responsible for <strong>the</strong><br />
technical <strong>and</strong> economic regulation <strong>of</strong> electricity,<br />
petroleum, natural gas <strong>and</strong> water sectors in <strong>Tanzania</strong>. The<br />
functions <strong>of</strong> <strong>the</strong> Authority include, among o<strong>the</strong>rs, licensing,<br />
tariff review, <strong>and</strong> monitoring performance <strong>and</strong> st<strong>and</strong>ards<br />
with regard to quality, safety, health <strong>and</strong> environment <strong>of</strong><br />
<strong>the</strong> regulated suppliers.<br />
During <strong>the</strong> year under review, <strong>the</strong> Authority was able to<br />
develop <strong>and</strong> enact two sector legislations namely; The<br />
Electricity Act, 2008 <strong>and</strong>, <strong>the</strong> Petroleum Act, 2008.<br />
Therefore, it is vital for <strong>the</strong> remaining two sector bills to<br />
be drawn <strong>and</strong> harmonized with <strong>the</strong> EWURA Act, to enable<br />
<strong>the</strong> Authority execute its legal regulatory obligations as<br />
expected by <strong>the</strong> public it is serving.. In addition, <strong>the</strong><br />
Authority should streng<strong>the</strong>n its regulatory <strong>and</strong> monitoring<br />
capacity.<br />
6.8. Public Procurement Regulatory Authority (PPRA)<br />
6.8.1 Very Low Reporting Compliance by Procuring Entities to<br />
<strong>the</strong> PPRA<br />
Reporting compliance by procuring entities to <strong>the</strong> Authority<br />
is very low as analysed below:<br />
• 22 <strong>of</strong> 350 PEs submitted <strong>the</strong>ir <strong>Annual</strong> Procurement Plans<br />
(APPs) to <strong>the</strong> Authority during <strong>the</strong> year under review.<br />
• 26% <strong>of</strong> <strong>the</strong> Ministries submitted <strong>the</strong>ir tender notices to<br />
<strong>the</strong> Authority<br />
