CHAPTER SIX<br />

PERFORMANCE REVIEW<br />

6.0 Introduction<br />

This chapter deals with matters relating to perfomance<br />

review in Public Authorities that were <strong>report</strong>ed in <strong>the</strong><br />

management letters during <strong>the</strong> period ended 30 th June<br />

2008<br />

To enhance service provision, supervisory <strong>and</strong> regulatory<br />

role, <strong>the</strong> Government has established new PA&oBs <strong>and</strong><br />

vested <strong>the</strong>m with <strong>the</strong> regulatory roles, o<strong>the</strong>rs with service<br />

provision <strong>and</strong> few with both roles.<br />

However, analysis carried out during <strong>the</strong> year under review<br />

noted that some Public Authorities are not performing<br />

satisfactorily as expected by stakeholders. Factors which<br />

contribute towards setsback <strong>of</strong> Public Authorities in <strong>the</strong><br />

Country are highlited in <strong>the</strong> proceeding paragraph.<br />

6.1 Factors contributing towards setback <strong>of</strong> <strong>the</strong> PA&oBs<br />

Organizations<br />

Among o<strong>the</strong>rs major challenges which are contributing to<br />

<strong>the</strong> unsatisfactory performance <strong>of</strong> Public Authorities are<br />

among <strong>the</strong> following:-<br />

(i) Bureaucratic in <strong>of</strong>fering policy guidance <strong>and</strong> legal<br />

advice by <strong>the</strong> responsible ministries,<br />

(ii) Weak legal <strong>and</strong> regulatory frameworks governing <strong>the</strong><br />

operations <strong>of</strong> <strong>the</strong> Public Authorities<br />

(iii) Weak supervisory capacity by Treasury Registrar’s<br />

<strong>of</strong>fice, sectoral Ministries <strong>and</strong>, Board <strong>of</strong> Directors<br />

inability to play <strong>the</strong>ir role as an oversight organ,<br />

(iv) Lack <strong>of</strong> Entrepreneurial Organizational Culture,<br />

Incompetent Management <strong>and</strong> lack <strong>of</strong><br />

Pr<strong>of</strong>essionalism,<br />

(v) Organizational <strong>and</strong> management structures, systems<br />

<strong>and</strong> processes set without objective,<br />
