REGULAR BOARD MEETING<br />

MARCH 17, 1993<br />

7:30 P.M.<br />

The model results show the groundwater levels would potentially<br />

drop fourteen (14') feet at Szopinski's and Boasberg's well<br />

locations, nine (9') feet at Buyer's well location and three<br />

(3') feet at Tillen <strong>Road</strong>, five hundred (500') feet east of the<br />

intersection of West Hill <strong>Road</strong>. It is noted that the Tillen<br />

<strong>Road</strong> location is farther from the porid than the other three<br />

locations, therefore, the affect would be less proriounced.<br />

Also, it is possible the steady state conditions would not<br />

develop for the construction phase depending on the duration of<br />

coristructiori and the way the excavation and the soil liner is<br />

phased.<br />

Page_12, says proper design and construction of a soil liner in<br />

the porid with a hydraulic conductivity that will reduce the<br />

effect the porid has on groundwater levels gradient of the pond.<br />

The model indicates that the grouridwater levels at Szopinski's<br />

well location, Boasberg's well location and referenced Tillen<br />

<strong>Road</strong> location would be lower by five (5') feet, four (4') feet<br />

and one (1') foot respectively when compared to the<br />

preconstruction condition.<br />

Supervisor Kenriedy had the Town Engineer do a cost analysis of<br />

what it would be to provide town water to that particular area<br />

and the possibility of town water being provided to that<br />

particular area at any time. The cost at the closest point<br />

which would be Rice <strong>Road</strong> would cost somewhere in the area of<br />

$620,000.00. For the number of homes up there arid the small<br />

area that would be served at this particular juncture and with<br />

the developments that are up there it would not be economically<br />

feasible to expect that would be constructed within a<br />

considerable number of years because there is no way that this<br />

could be financed by the small number of homes up there.<br />

Unless, we were able to secure a substantial grarit under some<br />

program that might be initiated by the Federal Government to<br />

improve the infrastructure.<br />

Cold Spring Construction with that knowledge at this particular<br />

time has withdrawn their intention of excavation of any<br />

materials from the site of the Seamon Property.<br />

Supervisor Kennedy contacted the Seamon's to see if in fact that<br />

they would submit a letter requesting withdrawal of their<br />

application since, their application approval was contingent<br />

upon any agreements they might have with Cold Springs<br />

Construction for the extraction of the materials. Mr. Seamon<br />

said that he had no problem providing that, although at this<br />

particular time their attorney is not in the area and they wish<br />

he were present before they draw up such a document.<br />

Supervisor Kenriedy: I appreciate the fact that many of you have<br />

taken the time out of busy schedules to appear here tonight with<br />

the thoughts that this Town Board was going to consider this<br />

whether favorable or unfavorably. I appreciate your concern<br />

with the environment and what determinatiori this Board would<br />

make as would impact your properties.<br />

Kenrieth Gliwa, 6415 Pfarrier <strong>Road</strong>: Preserited a scale model of the<br />

site using a few models, makirig a Blazer to size, a Sierra to<br />

size arid a shorter car. This is quite massive when you put<br />

these models next to this crater or pit which ever you want to<br />

describe it as, it is massive. We have an output in our well of<br />

over 22 gallons a minute and we are only down 35 feet. I fear<br />

that we will lose that well. When you blast it sends resonant<br />

frequencies throughout the rock structure and that stuff can<br />

drop. All you need is one little rock to drop and shut that<br />

vein off. Then you have nothing.<br />
