REGULAR BOARD MEETING
MARCH 17, 1993
TOHN HALL
7:30 P.M.
The model results show the groundwater levels would potentially
drop fourteen (14') feet at Szopinski's and Boasberg's well
locations, nine (9') feet at Buyer's well location and three
(3') feet at Tillen Road, five hundred (500') feet east of the
intersection of West Hill Road. It is noted that the Tillen
Road location is farther from the porid than the other three
locations, therefore, the affect would be less proriounced.
Also, it is possible the steady state conditions would not
develop for the construction phase depending on the duration of
coristructiori and the way the excavation and the soil liner is
phased.
Page_12, says proper design and construction of a soil liner in
the porid with a hydraulic conductivity that will reduce the
effect the porid has on groundwater levels gradient of the pond.
The model indicates that the grouridwater levels at Szopinski's
well location, Boasberg's well location and referenced Tillen
Road location would be lower by five (5') feet, four (4') feet
and one (1') foot respectively when compared to the
preconstruction condition.
Supervisor Kenriedy had the Town Engineer do a cost analysis of
what it would be to provide town water to that particular area
and the possibility of town water being provided to that
particular area at any time. The cost at the closest point
which would be Rice Road would cost somewhere in the area of
$620,000.00. For the number of homes up there arid the small
area that would be served at this particular juncture and with
the developments that are up there it would not be economically
feasible to expect that would be constructed within a
considerable number of years because there is no way that this
could be financed by the small number of homes up there.
Unless, we were able to secure a substantial grarit under some
program that might be initiated by the Federal Government to
improve the infrastructure.
Cold Spring Construction with that knowledge at this particular
time has withdrawn their intention of excavation of any
materials from the site of the Seamon Property.
Supervisor Kennedy contacted the Seamon's to see if in fact that
they would submit a letter requesting withdrawal of their
application since, their application approval was contingent
upon any agreements they might have with Cold Springs
Construction for the extraction of the materials. Mr. Seamon
said that he had no problem providing that, although at this
particular time their attorney is not in the area and they wish
he were present before they draw up such a document.
Supervisor Kenriedy: I appreciate the fact that many of you have
taken the time out of busy schedules to appear here tonight with
the thoughts that this Town Board was going to consider this
whether favorable or unfavorably. I appreciate your concern
with the environment and what determinatiori this Board would
make as would impact your properties.
Kenrieth Gliwa, 6415 Pfarrier Road: Preserited a scale model of the
site using a few models, makirig a Blazer to size, a Sierra to
size arid a shorter car. This is quite massive when you put
these models next to this crater or pit which ever you want to
describe it as, it is massive. We have an output in our well of
over 22 gallons a minute and we are only down 35 feet. I fear
that we will lose that well. When you blast it sends resonant
frequencies throughout the rock structure and that stuff can
drop. All you need is one little rock to drop and shut that
vein off. Then you have nothing.
