L TOWN OF BOSTON RESOLUTION 1993 - 6 At a Regular Meeting of the Town Board of the Town of Boston, Erie County, New York held at the Boston Town Hall, 8500 Boston State <strong>Road</strong>, Boston, New York, on the 17th day of February 1992 at 7:30 P.M. Eastern Daylight Saving Time, there were PRESENT: ABSENT: Richard L. Kennedy Milton I. Wittmeyer Don A. Wohlhueter Hark W. Flowers David G. Zimmerman Supervisor Councilman Councilman Councilman CounciIman Supervisor Kennedy jpresented the following resolution and moved its adoption: WHEREAS, the preservation of the state aid for local highways is essential towards improving the safety, efficiency and structural quality of streets, highway resurfacing and bridge work at the local level, and WHEREAS, in 1991, Governor Cuomo signed into law legislation creating a Dedicated Highway and Bridge Trust Fund, yet at this time there still is not any dedicated source of revenue for the trust fund, and WHEREAS, until recent years local governments relied on state aid revenue sharing to fund their road and bridge infrastructure and already state aid has been reduced to only 15 - 20% of local government highway budgets, and WHEREAS, local governments cannot bear reductions in state aid, and further WHEREAS, New York State has a duty to support local governments in their efforts to stabilize the regressive property taxes on which we depend and any further reduction or elimination of state aid for highway and bridges would seriously affect municipal road construction and maintenance, and WHEREAS, towns already receive a disproportionate share of highway funds according to the Erie County Town Highway Superintendents' Association as follows: the County of Erie receives $3,900 per mile, cities receive $2,600 per mile, villages receive $1,800 per mile and TOWNS ONLY RECEIVE $780 PER MILE, and WHEREAS, New York State Government has a duty to establish a source of revenue for this Dedicated Highway and Bridge Trust Fund without keeping local governments and their constituents in a constant state of uncertainty with regard to their financial planning and budgeting; NOW THEREFORE BE IT RESOLVED, the Town Board of the Town of Boston commends the creation of this Dedicated Highway and Bridge Trust Fund to assist local municipal highway infrastructure work, and BE IT FURTHER RESOLVED, that the Town Board of the Town of Boston urges the New York State Governor, Legislature and Senate to complete the Dedicated Highway and Bridge Trust Fund by establishing a dedicated source of revenue, and A J y J
1_ BE IT FURTHER RESOLVED, that the Town Board of the Town.of Boston urges the State government to establish a more equitable system of distributing current revenues for highway maintenance so that Towns are not bearing an unfair burden of the financial responsibility, and BE IT FURTHER RESOLVED, that the Town Clerk of the Town of Boston is hereby directed to furnish a certified copy of this resolution to Governor Mario M. Cuomo, Senator Dale M. Volker, Assemblyman Francis J. Pordum, Richard A.
