RESOLUTION 1993 - 6<br />

At a Regular Meeting of the Town Board of the Town of<br />

Boston, Erie County, New York held at the Boston Town Hall, 8500<br />

Boston State <strong>Road</strong>, Boston, New York, on the 17th day of February<br />

1992 at 7:30 P.M. Eastern Daylight Saving Time,<br />

there were<br />

Supervisor Kennedy jpresented the following<br />

resolution and moved its adoption:<br />

WHEREAS, the preservation of the state aid for local<br />

highways is essential towards improving the safety, efficiency<br />

and structural quality of streets, highway resurfacing and<br />

bridge work at the local level, and<br />

WHEREAS, in 1991, Governor Cuomo signed into law<br />

legislation creating a Dedicated Highway and Bridge Trust Fund,<br />

yet at this time there still is not any dedicated source of<br />

revenue for the trust fund, and<br />

WHEREAS, until recent years local governments relied<br />

on state aid revenue sharing to fund their road and bridge<br />

infrastructure and already state aid has been reduced to only<br />

15 - 20% of local government highway budgets, and<br />

WHEREAS, local governments cannot bear<br />

reductions in state aid, and<br />

further<br />

WHEREAS, New York State has a duty to support local<br />

governments in their efforts to stabilize the regressive<br />

property taxes on which we depend and any further reduction or<br />

elimination of state aid for highway and bridges would seriously<br />

affect municipal road construction and maintenance, and<br />

WHEREAS, towns already receive a disproportionate<br />

share of highway funds according to the Erie County Town Highway<br />

Superintendents' Association as follows: the County of Erie<br />

receives $3,900 per mile, cities receive $2,600 per mile,<br />

villages receive $1,800 per mile and TOWNS ONLY RECEIVE $780 PER<br />

MILE, and<br />

WHEREAS, New York State Government has a duty to<br />

establish a source of revenue for this Dedicated Highway and<br />

Bridge Trust Fund without keeping local governments and their<br />

constituents in a constant state of uncertainty with regard to<br />

their financial planning and budgeting;<br />

NOW THEREFORE BE IT RESOLVED, the Town Board of the<br />

Town of Boston commends the creation of this Dedicated Highway<br />

and Bridge Trust Fund to assist local municipal highway<br />

infrastructure work, and<br />

BE IT FURTHER RESOLVED, that the Town Board of the<br />

Town of Boston urges the New York State Governor, Legislature<br />

and Senate to complete the Dedicated Highway and Bridge Trust<br />

Fund by establishing a dedicated source of revenue, and<br />
