Mr. D'Agostino: The next question was will there be sufficient<br />
water run-off to maintain water in the four point six (4.6) acre<br />
pond.<br />
Keith Tharnisn, Erie County Soil and Water Conservation<br />
District:<br />
Hhen we design any of the ponds throughout Erie County we try to<br />
have maybe two (2) to three (3) acres of watershed per acre<br />
pond. If the pond has one (1) acre surface area we try not to<br />
have to big of a watershed coming into it otherwise the silt and<br />
sediment will accuniulate in the pond and also you bring a lot<br />
more pollutants into the pond. It is my opinion that this pond<br />
Hill maintain water level with the exception of maybe a foot or<br />
two in a real hot dry summer.<br />
Mr. D'Agostino: The last item in the Planning Board's letter<br />
was, I think already answered by the Town A.ttorney with respect<br />
to the towns' liability. However, with us tonight is Tom Bluhm,<br />
Project Engineer and he is the one who actually designed th*<br />
pond itself and he can perhaps tell you what has gone into the<br />
design and what tnis pond will be when it is completed. Again<br />
that may assist those of Us here in understanding, exactly wnat<br />
we are going to have when this job is done.<br />
Tom Bluhm. Professional Engineer, Employed by Cold Springs<br />
Construction. Hhen I set about designing this project I wanted<br />
to minimize the impact it would have on the existing woods. I<br />
didn't want to take away or cut any wood at all. I think we<br />
accomplished that fairly well. With the exceptiori of the haul<br />
road we are not really disturbing any of the existing woods that<br />
are there. Rather than just making a uig hole in the ground<br />
which people can do, I wanted to give the property owner some<br />
added benefit to having this material removed and that is wher=<br />
the idea of the pond came through. They can use it tor<br />
recreation, swimming, for fishing it stocked, with some type of<br />
fish. There are some shallow water areas which will promote<br />
vietland type growth, but we also designed it with a deep enougli<br />
water area that you don't get a lot of weeds in the majority of<br />
the pond. Basically anything over five (5) to seven (7) feet<br />
will tend to not have much weed growth. As far as the Slopes.<br />
D.O.T. requirements, anything that is a flatter slope than a one<br />
(1) on two (2) which is one foot (1') vertical to two foot (2")<br />
horizontal would not require a guide railing. Hith a one (1) on<br />
four (4) slope, one toot (1') vertical to four foot (4')<br />
horizontal it's a fairly flat slope. It is not as flat as all<br />
slopes are that you see. It is certainly steeper than what is<br />
out there. The slope that is there is mowable. It won't be<br />
just overgrown with weeds or anything like that. You can get<br />
down there with a mower and mow that. It is not as steep as it<br />
may seem. A lot of roadway slopes in this area, in embankment<br />
areas are one (1) on four (4) slopes. If there is a guide rail<br />
it IS generally one (1) on two (2) and those are fairly steep.<br />
One (1) on fours (4) are not.<br />
Mr. D'Agostino: Hhat we would like to do depending on what<br />
other procedure you prefer is if there are any questions th=t<br />
anyone wants to address to the specific people that just spoKs<br />
we would welcome tx-.e questions. As i said is we would reaiiy<br />
want to allay any tears that anyone has. He understand the<br />
reasons for the fear and we nonestiy believe in this case there<br />
isn't a reason for anyone to fear this project. The property it<br />
self will in fact be enhanced when this proDect is completed.<br />
Supervisor Kennedy: As time goes on and we hear from residents<br />
ot the community, csrtaiiily if there li a question asked that ue<br />
have not tne expertise to answer or v/e do not have tj;fc<br />
intorm.ation, I wili call upon you or one of your group to £ee ii<br />
they can address the problem or question.<br />
