en Oi XO Q 1 J J REGULAR BOARD MEETING OCTOBER 6, 1993 TOWN HALL 7:30 P.M. present were Councilman Mark W. Flowers, Councilman Don A. Wohlhueter, Councilman David G. Zimmerman, Councilman Milton I. Wittmeyer, Supervisor Richard L. Kennedy, Town Attorney Michael F. Perley, and Highway Superintendent Eugene E. Ruchalski. A motion was made by Councilraan Wittraeyer and seconded by Councilman Flowers to accept the correction and adoption of the minutes of the September 15, 1993 Regular Board Meeting. five (5) Ayes Carried A motion was made by Supervisor Kennedy and seconded by Councilman Ziramerman that _the General Fund and Special District Bills on Abstract #10 dated October 6, 1993 in the amount of $43,229.27 be paid. five (5) Ayes Carried A motion was made by Councilman Wohlhueter and seconded by Councilman Ziramerman that the Highway Bills on Abstract #10 dated October 6, 1993 in the amount of $15,957.93 be paid. five (5) Ayes Carried A motion was made by Councilman Wittmeyer and seconded by Councilraan Wohlhueter to accept the Town Clerk's Report for September 1993. five (5) Ayes Carried Letter received frora NYSDOT, Re: Reducing speed limit on Chestnut Ridge Road from Ward Road to Boston State Road and Eleven areas within the Town of Boston received and on file in the Clerk's Office. Councilman Wittmeyer, Traffic Safety Committee commented in response to the letter from NYSDOT that this is the last step as the State does a study and it v?ill be at least six months before we hear any more. Letter received from Sejiator Dale Volker, Re: New York State Emergency Assistance Program to help localities deal with natural disasters. Plan must be on file before December 31, 1993. Supervisor Kennedy commented that we do have tv/o (2) disaster plans in place. We have a Haz/Mat and a regular disaster plan. The regular disaster plan will be revised with the cooperation of the emergency squad and the fire companies, and we will be submitting our plan before the deadline of December 31, 1993. Letter from Asserablyraan Francis J. Pordum, congratulating the town upon receiving a grant award frora the Local Government Records Management Improvement Fund. Supervisor Kennedy acknowledged Town Clerk Shenk for his cooperation with the Grantsperson in applying for these grants money. Letter received from Edward J. Conboy, Jr. P.E., Sr. Civil Engineer, Erie County Department of Public Works, Division of Highways, Re: Boston Cross Road defining an exception to the width of each lane which will be ten feet (10') instead of nine feet (9'), received and on file in the Clerk's Office. REGULAR BOARD MEETING OCTOBER 6, 1993 Letter received frora Erie County Legislature Fred Marshall acknowledging receipt of the Town Board's support of E.C. Sheriff Thomas Higgins request that the vacant Sheriff's Department positions be filled. Also, copies of resolutions to this effect that Mr. Marshall cosponsored in April 1992 and May 1993, received and on file in the Clerk's Office. Letter from Erie County Leqislature Fred Marshall announcing a Food Distribution for eligible residents on October 19, 1993, from 9:00 A,M, until supplies are exhausted, received and on file in the Clerk's Office. REOUESTS FROM THE FLOOR Clive Rucker, Boston Cross Road: If the town does take over the Boston Cross Road will there be a weight limit, so that they can keep the big trucks from comirig down the hill? There is a tremendous amount of traffic on that road. With the park there the speed of the cars and trucks coming dovm that road is unbelievable. I would like to see something done about this. Supervisor Kennedy: Once it becomes a town road we do have the authority to post it. This is something that will be taken into consideration to protect the road once it is reconstructed since it will not carry the primary traffic any longer. Councilman Wittmeyer: That could be referred to the Traffic Safety Committee they would probably recommend putting a "No Through Traffic" sign at the top of the hill bringing the traffic down the Boston - Colden Road where it belongs. Supervisor Kennedy: With the addition of the entry to the South Boston Park at that particular Ideation it is going to become more important that we slow traffic down there. This is something that will be considered after the construction is complete. Supervisor Kennedy provided copies of a summary of the 1994 Fiscal Plan for the ToWn of Boston to all in attendance. In his efforts to control escalating costs in the Town Government he submitted a 1994 Budget which freezes all elective and appointed salaries with exception of the Dog Control officer. The salary of the Town Supervisor was reduced from $20,500 to $10,400. The remaining $10,100 has been included in the Supervisor's personnel services section of the budget to be appropriated in any manner the nev; Town Board so designates. This is the third straight year that both the General Fund taxes and the Highway taxes have remained the same even though we have experienced substantial increase in raany areas of the Town Budget. All the Special District taxes will remain the same as last year with the exception of the ambulance district. OSHA requirements and the need for a new ambulance are the priraary reasons for an increase of $.05 from a year ago. The 1994 Prelirainary Budget and Summary of the 1994 Budget were read by Supervisor Kennedy. There were no questions or comments. A motion was made by Councilraan Zimmerman and seconded by Councilman Wittmeyer that the 1994 General Fund Prelirainary Budget be approved as follows: Appropriations $936,236.00 Less Estiraated Revenue 514,300.00 Less Unexpended Balarice 249,000.00 Amount to be Raised by Taxes 172,939.00 J five (5) Ayes Carried L J 0 ?^ 1
