REGULAR BOARD MEETING TOWN HALL
JULY 21, 1993 7:30 P.M.
Town Attorney Perley presented
a map of the area to those
present defining the area
included within the water
district showing that a
certain area of Lango Road
which was outside of the water
district. Advising that the
town wanted to extend the line
for the benefit of the Coakleys'
and the Helmbrechts'. Indicating
that specific authority was given
from the Water Authority to extend
this line as a six (6) inch line
and not as an eight (8) inch line.
Agreements were entered into with
all the owners in the district to
extend the district to encompass
the Taylor, Taylor-Roehling Property,
the Mooney property, Helmbrecht and
Coakley.
The agreements breakdown
into four (4) separate agreements
as follow:
1) Taylor and Taylor-Roehling
agreeraent recites the fact that
they have been paying taxes all
along and as a result it was a
determination of the Board that
they should not be required to
pay any money in order to tap in.
They in fact, have been paying.
(2 &3) with regards to Helmbrecht
and Coakley the Town of Boston
would accept title to a certain
property for a turn-around as well
as certain rights-of-way so that
they could install the water line,
in exchange for their portion of
the extension of the water line.
The Town of Boston will then
reimburse the district Fair Market
Value or an agreed upon amount in
exchange. The district is going to
pay for the waterline but the Tov/n
receives the benefit of the property.
(4) Mr. Mooney entered into an
agreeraent to pay a 25% share of the
cost of the development of this
property plus give the Town a
right-of-way. Mr. Mooney's
agreement calls for hira to pay
for it at any tirae when he taps
in (this property is presently
undeveloped) or since Mr. Mooney
is a contractor, to make an
appropriate reduction in the net
amount due on a bill if, in fact,
he is a successful bidder for
the project to accomplish the
same 25% contribution. All of
those agreements are signed. The
deeds that reflect the conveyance
