Rhys-Lewis even noticed a grow<strong>in</strong>g <strong>in</strong>terest <strong>in</strong> archive and library conservation <strong>in</strong> develop<strong>in</strong>g countries <strong>in</strong> 1999.<br />

At the same time he po<strong>in</strong>ts out that the role of conservation as a specialism with<strong>in</strong> European archive services took<br />

approximately 50 years. This development did not always happen as a result of careful strategic plann<strong>in</strong>g. He<br />

contends that the develo p<strong>in</strong>g countries could benefit from the E uropean experience, <strong>in</strong> the shap<strong>in</strong>g of effective<br />

preservation strategies (Rhys-Lewis, 1999). Two years earlier he listed the preservation and conservation needs and<br />

problems of the upper regions of Southeast Asia, a region where war and civil strife have caused further destruction<br />

and have left libraries and repositories destitute of the f<strong>in</strong>ancial and personnel resources needed to br<strong>in</strong>g about<br />

change (Dean, 1997).<br />

1.6 Country and Regional Reports<br />

Many country reports are published that reflect the state of art <strong>in</strong> terms of conservation (Kuba, 2001). <strong>The</strong>y can be<br />

useful for those who w ant more <strong>in</strong>sight <strong>in</strong>to a particular region or country. However, many reports only allow a<br />

superficial <strong>in</strong>sight. For the museum world <strong>in</strong> Africa the bibliography by Gerhard is of particular <strong>in</strong>terest (Gerhard,<br />

1990).<br />

<strong>The</strong> results of numerous ICA expert missions appear <strong>in</strong> the biennial ICA journal Janus, revue archivistique, see<br />

for <strong>in</strong>stance the 1996 special issue, and also <strong>in</strong> their journal Archivum, <strong>in</strong>ternational review of archives. Multilateral<br />

organisations, <strong>in</strong> particular UNESCO, also undertake different missions to map co nservation ne eds, to evaluate<br />

conservation projects, etc. UNESCO ma<strong>in</strong>ly published these results <strong>in</strong> the RAMP (Records and Archives<br />

Management Programme) study series. A selection of these reports can be found <strong>in</strong> the section Preservation and<br />

conservation – preservation <strong>in</strong> develop<strong>in</strong>g countries – literature.<br />

1.7 Projects and Programmes<br />

<strong>The</strong> role of <strong>in</strong>ternational organisations <strong>in</strong> preserv<strong>in</strong>g our world heritage cannot be stressed enough. For example, not<br />

long after UNESCO was founded <strong>in</strong> 1948, an archival expert meet<strong>in</strong>g was convened (Roper, 1996a). <strong>The</strong>re has been<br />

progress ever s<strong>in</strong>ce. Most western countries have their own <strong>in</strong>ternational development programmes and some<br />

bilateral assistance goes <strong>in</strong>to archives management and preservation (Archer, 1996; Murray-Lachapelle, 1999;<br />

Olofsson, 1988; Söderman, 1999). For a guide on <strong>in</strong>stitutional help <strong>in</strong> librarianship <strong>in</strong> develop<strong>in</strong>g countries see<br />

Sandell, 1996.<br />

Different multilateral organisations and <strong>in</strong>ternational professional <strong>in</strong>stitutions give more large-scale aid but <strong>in</strong><br />

general the <strong>in</strong>itiatives of <strong>in</strong>ternational cooperation should be more coord<strong>in</strong>ated (Dean et al., 2001; Noerlund et al., 1991).<br />

In an <strong>in</strong>terest<strong>in</strong>g article Kukubo reviews the areas of actual and potential cooperation <strong>in</strong> preservation and conservation<br />

<strong>in</strong> Eastern and Southern Africa (Kukubo, 1995). <strong>The</strong> success of a preservation programme that <strong>in</strong>volves the cooperation<br />

of several agencies would need the coord<strong>in</strong>ation of its activities by a local agency (Berrada, 1995). <strong>The</strong> need for regional<br />

cooperation <strong>in</strong> Africa is stressed by Sonnet-Azize, 1995. International projects, however, can also raise politically and<br />

culturally sensitive issues. When well-mean<strong>in</strong>g foreign scholars obta<strong>in</strong> funds to help local repositories to preserve their<br />

valuable artefacts, conflict<strong>in</strong>g <strong>in</strong>terests can come <strong>in</strong>to play. It should be emphasised that balanc<strong>in</strong>g the needs of local<br />

ownership with the pressures for global access and the preservation community’s belief <strong>in</strong> the notion of global<br />

responsibility towards the world’s cultural heritage, is not always easy (L<strong>in</strong>dsay, 2000; Roberts, 2001).<br />

Perhaps the digital highway is the solution to at least one form of global access. <strong>The</strong> Council on Library and<br />

Information Resources (CLIR) is tak<strong>in</strong>g advantage of the trend towards virtual education and has started to develop<br />

web-based tutorials on preservation and conservation for use <strong>in</strong> Southeast Asia. <strong>The</strong> tutorials will enable librarians,<br />

archivists, etc. to acquire basic and reliable preservation <strong>in</strong>form ation, and to develop strategies and responses to<br />

preservation challenges dist<strong>in</strong>ctive to their climate, culture, resources, and content. <strong>The</strong> first modules are scheduled<br />

for implementation by summer 2002 and after evaluation <strong>in</strong> Southeast Asia CLIR anticipates adapt<strong>in</strong>g the modules<br />

for use <strong>in</strong> other regions <strong>in</strong> the world.<br />

On tropical librarianship <strong>in</strong> general see World Librarianship, focus<strong>in</strong>g on librariansh ip and socio-eco nomic<br />

development <strong>in</strong> Africa, Asia and Lat<strong>in</strong> America. This journal is the cont<strong>in</strong>uation of the Third World Libraries that was<br />

published from 1990 to the summer of 1996. It is published by Rosary College Graduate School of Library and<br />

Information Science <strong>in</strong> Ill<strong>in</strong>ois, USA. A.M. Abul Huq published an <strong>in</strong>terest<strong>in</strong>g bibliography on world librarianship,<br />

which is an <strong>in</strong>dispensable reference tool for <strong>in</strong>ternational and comparative librarianship (Huq, 19 95). This<br />

<strong>publication</strong> is a cont<strong>in</strong>uation of his earlier work cover<strong>in</strong>g the period 1960-1975 that presents the literature of an<br />

important developmental period <strong>in</strong> the globalisation of library and <strong>in</strong>formation services (Huq et al., 197 7). In this<br />

respect the International Journal of Libraries and Information Services, Libri, also publishes <strong>in</strong>terest<strong>in</strong>g articles see<br />

e.g. Libri 1997(47/3). See also Cloonan, 1997b; Evans, 1995 and Faber, 1994.<br />

1.7.1 UNESCO<br />

From its earliest days the United Nations Educational, Scientific and Cultural Organization (UNESCO) has been<br />

<strong>in</strong>volved <strong>in</strong> <strong>in</strong>ternational archival development. It was responsible for conven<strong>in</strong>g the 1948 experts’ meet<strong>in</strong>g, which<br />

resulted <strong>in</strong> the formal establishment of the International Council on Archives (ICA) <strong>in</strong> 1950. As the <strong>in</strong>ternational<br />

archival community grew and expanded beyond Europe and North A merica, so did UN ESCO’s and ICA’s <strong>in</strong>terest<br />

<strong>in</strong> and support for that community. Support has been provided to <strong>in</strong>dividual countries or groups of neighbour<strong>in</strong>g
