f. Freedom of conscience and religion, freedom of expression, freedom of<br />

association and assembly, right to participate in public and political life<br />

In the 2011 report, CERD and HRC reported restricted freedom of religion, including<br />

registration difficulties faced by religious groups and administrative and legal sanctions<br />

applied to representatives of unregistered groups. CERD urged the State authorities to respect<br />

the rights of all the religious groups. UNESCO and HRC noted that the freedom of media was<br />

limited. CESCR, CEDAW, UNCT and HRC reported limited participation of women in<br />

public life and urged to intensify efforts to ensure their adequate representation in leading<br />

positions in the state. UNCT stated that human rights defenders encountered problems in their<br />

work and that the freedom of assembly had been arbitrarily limited, for example, any<br />

gatherings of the LGBT movements had been banned.<br />

g. Social, economic and cultural rights<br />

CESCR expressed its concern about the high level of unemployment and low<br />

minimum wages. The Committee, as well as CEDAW and HRC, noted the different situation<br />

of men and women in the labour market and the disparities in wages. HRC recommended that<br />

the State authorities take measures to ensue adequate position of women in the labour market.<br />

CESCR noted the high poverty rate, low level of social security and health insurance, high<br />

infant mortality rate and deficiencies in social housing, highlighting the fact that those<br />

problems affected mainly the Roma minority and vulnerable groups. HRC urged the State<br />

authorities to eliminate the use of abortion as a method of contraception and to increase the<br />

sexual awareness of the society. CESCR also commented on the inadequacy of the education<br />

system and the situation of children with disabilities and the Roma minority in terms of their<br />

access to education. CRC recommended that Moldova improve the situation by eliminating<br />

the causes of low enrolment rates.<br />

h. Rights of minorities<br />

CERD commented on the difficulties of ethnic minorities in accessing the labour<br />

market and participating in public administration and public and political life. CERD also<br />

stated that the Roma minority was discriminated and marginalised. CESCR recommended<br />

that measures be taken to guarantee recognition of the rights of ethnic minorities and that a<br />

special action plan be adopted to address the issue of the Roma minority.<br />
